FY26 DIPLOMATIC SECURITY ANTITERRORISM ASSISTANCE (DS/T/ATA) TRAINING EQUIPMENT PRESOLICITATION NOTICE In accordance with Revolutionary FAR Overhaul FAR 12.201-1(c)(2), The Contracting Officer has decided to solicit quotations directly from suppliers since these acquisitions are at or below the simplified acquisition threshold. No solicitation will be posted on the System for Award Management (SAM). In accordance with Revolutionary FAR Overhaul FAR 5.101(c): (1) Point of contact: Patrick Jones, Contracting Officer – jonespr@state.gov (2) Set asides: HUBZone Set-aside (100%) (3) Codes for services or supplies: a. Product Service Code (PSC): 6910 – Training Aids b. North American Industry Classification System (NAICS): 339999 – All Other Miscellaneous Manufacturing (4) Description of Requirement (i) This procurement action provides critical equipment necessary to implement the Bureau of Diplomatic Security’s Antiterrorism Assistance (DS/T/ATA) program. The equipment, which includes a range of communications, medical, ballistic, and tactical gear, is essential for specialized training and capacity-building activities with foreign law enforcement partners. It is specifically used to equip officials with the tools and skills needed to effectively counter and respond to terrorist threats. This ensures our partner nations are better prepared to detect, deter, and disrupt transnational terrorist activities at their source. This work strengthens our allies' ability to provide a critical first line of defense, directly enhancing U.S. national security. This pre-solicitation notice is for seventeen (17) training requirements, each with a separate equipment list; and will be solicited separately to the already identified HUBZone small businesses. Additional information on the requirement is provided in the attached Statement of Work titled “Attachment 1 - FY26 ATA Equipment Lists_8.10.2026”. In reviewing the attached spreadsheet, please note that each tab is a SEPARATE requirement and will be solicited separately competitively. (ii) The Government intends to make awards to the responsible offerors whose quote (conforming to the solicitation), represents the best value to the Government. Best value will be determined based on evaluation factors of Technical, Past Performance, and Price, in accordance with FAR 12.203(a). The anticipated contract type is Firm-Fixed-Price and all contract awards are anticipated on or before September 30, 2026. (iii)No items under this acquisition are subject to WTO GPA. (iv) Only the technical information necessary for offerors to prepare their quotes will be provided through the solicitation. (v) The anticipated awards are not for construction contracts. (vi) All responsible sources may submit a quotation, as appropriate, and will be considered by the agency. (vii) This action will be conducted on a competitive basis in accordance with applicable FAR and DOS policies. Therefore, identification of an intended source and justification for lack of competition are not applicable. (viii) Offeror(s) and/or their product/service must meet the following qualification requirement(s) to be eligible for award: Offerors must have an active registration in the System for Award Management (SAM.gov) to be eligible for award. This qualification requirement is obtained and maintained through the SAM.gov website. Additional Information: The solicitation(s) associated with this pre-solicitation notice will be for commercial product contracts under FAR Part 12. The issuance of this notice in no way obligates the Government to issue a solicitation or award a contract. While a solicitation will not be posted, eligible responsible sources may submit a quotation, which will be considered by the agency per FAR/RFO 5.101(c)(4)(vi). Interested vendors are reminded that a warranted Government Contracting Officer is the only official authorized to issue a contract, and any resultant action will be subject to funds availability. In accordance with FAR/RFO 12.201-1(c)(2)(iii), the government would like to begin identifying eligible small business concerns that can be solicited from for the training equipment requirements in FY27. Interested parties should review the attached spreadsheet consisting of all the equipment being purchased and inform Patrick Jones (jonespr@state.gov) expressing interest in future procurements. Interested party responses should include the following: 1. Corporate Capability: Demonstrated experience in sourcing complex, multi-item tactical, medical, and protective equipment kits for federal or law enforcement entities. 2. Kitting & Assembly: The ability to receive inventory, package, and palletize customized equipment configurations prior to delivery to Government consolidation facilities. 3. Baseline Pricing Methodology: To include description of their commercial pricing structure (e.g., Do you offer a standard percentage discount off a published commercial catalog? Is there GSA Schedule pricing?) 4. Business Size and Socioeconomic Status: Identify your business size standard under the proposed NAICS code (or other relevant codes) and any applicable socioeconomic designations (e.g., Small Business, 8(a), SDVOSB, WOSB, HUBZone). This information should be provided to Patrick Jones (jonespr@state.gov) by September 30, 2026 @ 5PM EST.
