COMBINED SYNOPSIS/SOLICITATION The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3998, intends to directly award to Verizon a firm fixed IDIQ contract for commercially available integrated voice services via Central Office based, dial tone facilities to defense activities at NAS Key West and NAVSTA Great Lakes using the policies and procedures of FAR Part 12 and FAR 16.505. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation of Commercial Items, with additional information included in this notice. This requirement will be solicited as full and open competition. The NAICS code applicable to this procurement is 517111, Wired Telecommunication Carriers and the size standard is 1,500. BACKGROUND: NCTAMS LANT provides critical base level communications to base users and supported commands and is integral to the mission for all users onboard NAS Key West and NAVSTA Great Lakes, by providing critical commercial telephone services to all users and supported commands. Those commands have many critical National Defense missions to support operational and readiness requirements for Department of War (DoW), Department of Homeland Security (DHS), National Guard units, federal agencies and allied forces. Please read the attached Solicitation for additional information. The solicitation, any documents related to this procurement, and all amendments issued will be in electronicform. The solicitation is expected to be available on or about 16 September 2026 on Sam.gov. The SAM.GOV website has a “submit bid” button next to the solicitation number. QUESTIONS: Vendors may submit questions regarding clarification of solicitation requirements via email to james.p.keegan7.civ@us.navy.mil and Samantha Ballance atsamantha.a.ballance.civ@us.navy.mil. It is requested that all questions be received by September 24, 2026 by 1000 EST as time may not permitresponses to questions received after that date to be prepared and issued prior to the receipt of proposals. All responsible sources may submit a proposal which will be considered by the Government. By submitting a proposal, the vendor will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the vendors at any timeprior to award. By submission of a quote, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.
