C) Insert Clause 52.232-18 Availability of Funds. D) Update Section L Instruction to Offerors with the following, "Funds are presently not available for this requirement. No award shall be made without funds available. The Contracting Officer retains the right cancel the solicitation in the event funds are not readily available."
