The amendment 0001 under Solicitation/RFQ 36C26226Q1284 is hereby issued to answer the contractor’s questions and post the Government’s responses. Q1 How old are the units that are being traded in? 10 years. Is there any money owed on these units, including service agreement? No. Previous equipment is good for trade in. For CLIN 0002, please confirm whether seven (7) existing Xenex MXSUV1-FTXCT units will be available for trade-in. If so, can the Government provide the model/serial information, approximate condition, location, and any required removal or pickup responsibilities necessary for quoters to obtain accurate OEM trade-in credits? Model number is provided in the solicitation: Xenex MXSUV1-FTXCT. Five units are not working; requiring repairs. Rest two are in working condition. The contractor is responsible for picking up the old equipment and honor the credits. The pickup location is VA Long Beach Healthcare System. The pickup arrangement must be scheduled with VA Long Beach Environmental Management Services POCs. The POC information shall be provided upon award. The requirement references “discounted Surfacide repairs.” Please clarify the specific Surfacide equipment involved, the anticipated repair/service scope, and whether providing these discounted repairs is a mandatory requirement for technical acceptability. “Surfacide repairs” shall be removed from the Statement of Work. It should be addressed for “regular repairs”. The contractor is responsible for providing general repairs that are covered by their 1-year (base year) warranty. For products proposed as “equal,” please confirm whether a specific UV wavelength range, pulsed-xenon technology, or other particular disinfection technology is a mandatory salient characteristic, or whether an FDA-authorized Whole Room Microbial Reduction Device that otherwise meets or exceeds the stated functional requirements may be considered technically acceptable. Section B.2 Statement of Work includes all required salient characteristics. Quoted Mobile UV Disinfection Device must meet or exceed required salient and functional characteristics to be considered. Also, it is the contractor's responsibility to demonstrate and prove how the equal to meets or exceeds the requirement using the Original Equipment Manufacturer (OEM)’s product brochure or documents. Is there a required delivery date or maximum acceptable lead time following award? No. The delivery date is to be provided by the contractor. For a small-business nonmanufacturer proposing an OEM-manufactured product under this total small-business set-aside, does an SBA Nonmanufacturer Rule waiver apply to this procurement, or should quoters demonstrate compliance with 13 CFR 121.406? Quoters must demonstrate and be compliant with Nonmanufacturer Rule and Limitation of Subcontracting clauses since this is a total small business set aside. No further questions will be accepted or answered at this time. Additional inquiries will only be considered if the Contracting Officer determines the responding is in the best interest of the Government. All other terms and conditions remain unchanged. Quotes are due on Tuesday, August 18, 2026, at 10am Pacific Time.
