The U.S. Army Contracting Command - Detroit Arsenal (ACC-DTA) is issuing this Sources Sought Notice to identify potential sources for Advanced Mechanic Institute (AMI) - Bradley Fighting System (BFS) and M88A2 (M88) and to determine the availability and technical capability of potential sources to support the continuous repair, validation, component procurement, and delivery of M2A2 ODS SA (Operation Desert Storm Situational Awareness) Bradley Fighting Vehicles. The current mission requires these platforms to be rapidly restored to Fully Mission Capable (FMC) + Safety standards to fulfill United States Government (USG) foreign assistance requirements for the defense of Ukraine. Additionally, the mission requires courses, lesson plans, and guides for AMI in support of Ukraine Armed Forces Mechanic Training. THERE IS NO SOLICITATION AT THIS TIME AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. This is a market survey for information and planning purposes only and is published solely for information gathering. It does not constitute a Request for Proposal (RFP), Invitation for Bid, or a promise to issue a solicitation in the future. The Government intends to negotiate a sole-source extension under the authority of FAR 6.302-1. However, all interested parties may submit a capability statement which shall be considered by the agency. ITEM DESCRIPTION. The Ukraine Management Office (UMO) summarized this effort by providing the following objectives: a. The Contractor shall provide training and training materials. The Contractor shall provide all equipment, tools and other materials required for the individual classes in the Lesson Plan to conduct Mechanic training for Ukrainian Military personnel. b. The USG requires a source capable of executing heavy armored vehicle integration, legacy hardware sustainment, and supply chain management for the M2A2 ODS SA variant. Due to immediate operational timelines, vehicles must be processed under a phased delivery approach: achieving "Move, Shoot, and Communicate" capability for immediate shipment, followed by the management and fulfillment of delayed or back-ordered non-mission-essential parts. c. Crucially, interested sources must demonstrate immediate access to, or a viable plan to source, highly specialized, legacy, variant-specific components currently impacted by supplier obsolescence. These components include, but are not limited to: Turret Drive Control Unit Transmission Control Module Ration Heater Fasteners Ammunition Chutes Hexagon Components of the Lower TAS (Target Acquisition System) Bolt Dialight Corp Lens Lights Related specialized M2A2 ODS SA structural, electrical, and mechanical sub-systems. EXPERIENCE QUESTIONAIRE. The USG is interested in identifying companies capable of OCONUS mechanics training in Ukraine and continuous repair, validation, component procurement, and delivery of M2A2 ODS SA. 1. How long has your company been in business and what is your experience in training mechanics on a Bradley Fighting Vehicle System or an equivalent? What is your experience in restoring the BFVS to FMC + Safety? What is your experience in training mechanics on an M88 Vehicle System or an equivalent? 2. If you have trained mechanics in the Bradley or M88 system or an equivalent for the US Government, please provide the contract number associated with the work. 3. Describe your firm’s direct experience with the M2A2 ODS SA variant or closely related Bradley Fighting Vehicle platforms. Detail your experience in restoring tracked combat vehicles to FMC + Safety standards. 4. Identify whether your firm possesses the necessary proprietary Technical Data Packages (TDPs) and manufacturing schematics for the M2A2 ODS SA. If not possessed, provide a detailed risk-mitigation strategy to acquire or replicate these assets without delaying delivery schedules. 5. Detail your firm’s capability to navigate severe supply chain bottlenecks and vendor obsolescence for legacy defense systems. Specifically address your established relationship with sub-tier vendors manufacturing specialized parts (e.g., Target Acquisition System hardware, military-grade lens lights, and custom vehicle fasteners). 6. Fulfilling this mission requires a highly minimized transition timeline to maintain critical vehicle throughput. Responding vendors must demonstrate a realistic, low-risk plan to absorb production, testing, and shipping management while meeting immediate operational schedules 7. Interested sources must provide a detailed transition schedule showing how they would establish the necessary tooling, facilities, and supply chains to reach full production capacity, indicating the estimated duration (in months) from contract award to first vehicle delivery. SUBMISSION INSTRUCTIONS: The Government requests interested and qualified sources to submit a tailored capability statement that clearly details current capabilities and a company brochure (if available). Your capabilities must outline your current experience in the processes and procedures highlighted above and all others you would bring to bear in providing services. All proprietary information should be marked as such. The description should also include any anticipated need for sub-tier contracting.
