If award cannot be made to an eligible ISBEE at a fair and reasonable price, the Government may consider quotations from eligible small business concerns in the following order: 1st Tier – Indian Small Business Economic Enterprises (ISBEE) 2nd Tier – Service-Disabled Veteran-Owned Small Businesses (SDVOSB) 3rd Tier – Certified HUBZone Small Businesses 4th Tier – Small Disadvantaged Businesses (SDB) 5th Tier – All Other Small Business Concerns The Government will evaluate quotations beginning with the first tier and proceed to a subsequent tier only when award cannot be made at the preceding tier.
