Request for SF 330 Submissions for A-E Construction Management Services-GAOA SEWER at MIDWAY ATOLL NWR. This is a request for SF 330 submissions only, DO NOT SUBMIT PROPOSALS AT THIS TIME. The U.S. Fish and Wildlife Service (USFWS) is seeking qualification statements from Architect-Engineering firms for construction management services which include support during solicitation of the Consolidated Projects on Midway Atoll National Wildlife Refuge (NWR), refer to the Statement of Work (SOW) for task breakdown. The project takes place on Midway Atoll NWR, which is in the North Pacific Ocean. Refer to attachments for submission requirements, evaluation criteria, work requirements, and other important information. Instructions to Firms: Refer to attached Request for SF 330 Submissions for detailed information. Firms that meet the requirements described in the attached Request for SF 330 Submissions are invited to complete a SF 330 Package. The form can be sourced from https://www.gsa.gov/portal/forms/download/116486 The only acceptable method of submission is by email to CO at shanen_fox@ios.doi.gov by the required deadline. Extensions will not be granted unless the CO determines itżs in the best interest of the Government. Contracting Officer/Point of Contact: All inquiries regarding this announcement must be submitted in writing via email only, by the required question deadline. Nothing in this request is changed unless an amendment is posted to sam.gov as an amendment prior to submission. Contract Structure: The U.S. Fish and Wildlife Service (USFWS) intends to award one firm-fixed price contract for Architect-Engineering Services. Required SAM Registration: To be eligible for contract award, a firm must be registered in the System for Award Management (SAM) and active by the closing of this announcement. Failure to register in SAM.gov may render a firm ineligible for award. SAM registration is free of charge and can be completed at www.sam.gov. SELECTION OF THE MOST HIGHLY QUALIFIED FIRMS AFTER SF 330 EVALUATIONS: Following the boardżs evaluation of SF330s, selection of up to five (5) of the most highly qualified firms will be determined and discussions will be held with these firms in accordance with FAR 36.602-1 (c). All firms of the most highly qualified firms will be asked similar questions, which may include topics such as experience, capabilities, capacity, organization, management, quality control procedures, and approach for the project, as appropriate. Following completion of discussions, the board will select the most highly qualified firm. A Request for Proposal (RFP) will be issued to the most highly qualified firm with award of one firm-fixed price contract if a fair and reasonable price can be agreed upon. If a fair and reasonable price cannot be agreed upon, the Service will move to negotiations with the next highest ranked firm. This process will continue until award can be made to the highest ranked firm providing a fair and reasonable price.
