The Office of Procurement Operations (OPO) on behalf of the Office of Science and Technology (S&T) Directorate hereby issues this notice of intent to award a sole-source procurement. DHS OPO intends to solicit and award a sole source order for LS-DYNA licenses to ANSYS, Inc. 275 TECHNOLOGY DRIVE SOUTHPOINTE CANONSBURG PA 15317-9565. This notice of intent to solicit and award a sole source order under the authority of Revolutionary Federal Acquisition Regulation Overhaul (RFO) FAR 12.102(a) “only one source available.” The relevant NAICS code is 423430 – Computer and Computer Peripheral Equipment and Software Merchant Wholesalers, with a size standard of 1,000 employees. The PSC code is H270 – EQUIPMENT AND MATERIALS TESTING. Summary of the Requirement Background DHS Science and Technology (S&T), Office of Science and Engineering (OSE), Transportation Security Laboratory (TSL) provides scientists and engineers with knowledge, experience, and expertise in all areas of contraband detection with an emphasis on explosives. The core mission of the TSL is to enhance homeland security by performing research, development, and validation of solutions to detect and mitigate the threat of explosive devices and contraband materials. The CAVM program at TSL, has accumulated a large amount of test data that has traditionally been conducted on aluminum body aircraft and aluminum aircraft panels. By using past and present live fire test data and standard properties of explosives and mechanics of materials, a Modeling and Simulation (M&S) capability facilitates the prediction of responses of various aircraft structures to internal explosive blasts under pressurized conditions to include mechanical analysis techniques such as finite element analysis (FEA) or hydrodynamic software. This has been previously achieved with the utilization of LS-DYNA licenses. LS-DYNA licenses are currently provided under Department of Homeland Security (DHS) purchase order 70RSAT25P00000012. Scope These licenses help to provide M&S capabilities that assist with the tests related to commercial passenger aircraft safety like composite aircraft testing and explosive characterization testing. To continue the blast response M&S effort without interruption, renewal of this software is crucial and time sensitive. Period of Performance: 12-month base period. DHS has determined that LS-DYNA license subscriptions can only be obtained from Ansys, Inc. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the Government. This is a notice of the intent to award a sole source contract. It is published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Any firm believing that they can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis.
