(Note: While Other Transaction Authority is not subject to FAR-based small business regulations, this NA/CS code is provided for market research to help the Government understand the size and demographics of the interested industrial base. Small Business Size Standard: $19 Million) DESCRIPTION: Tyndall AFB, Florida, is requesting industry feedback for the planned Fiscal Year 2027 (FY27) execution of Progressive Design-Build (PDB) for Facilities, Sustainment, Restoration, and Modernization (FSRM) construction projects utilizing an Other Transaction Authority (OTA) procurement method. These projects are to replace end-of-life Heating, Ventilation, Air Conditioning (HVAC) components in multiple buildings. Projects will require full system replacement, including air handlers, compressors, suction pumps, chillers, and the control system, to restore reliable environmental control to the identified building. What is PDB? PDB is a collaborative project delivery method where the Government selects a design-builder based on qualifications and technical approach rather than price. The selected design-builder works jointly with the Government to provide design and preconstruction services and establishes a guaranteed maximum price (GMP) a fixed price ceiling before construction begins. The process is divided into distinct phases: 1. A competitive, qualifications-based selection to choose a design-builder. 2. A collaborative design and preconstruction services phase to progressively develop the scope and establish a GMP. 3. A final design and construction phase. This approach replaces the traditional design-build process with a more collaborative acquisition model. What is an Other Transaction? An Other Transaction (OT) is a legally binding agreement entered into by the Government under specific statutory authority. OTs are not procurement contracts and are therefore not subject to the Federal Acquisition Regulation (FAR). Title 10 U.S.C. 2808a authorizes the use of OTs for certain facility construction and repair projects. The executed OT Agreement establishes the terms, conditions, responsibilities, and performance requirements for the project. This Industry Announcement contains two attachments for industry review: Attachment A: DRAFT Agreement Articles (i.e., Terms and Conditions) Attachment B: PDB with OTA Industry Questionnaire (HVAC Projects)Feedback received will be used to refine these draft documents and inform Tyndall AFB final acquisition strategy.
