Description

The required Oxford Gold Package includes: - One (1) scheduled annual preventative maintenance visit - Unlimited priority on-site emergency repair visits - Direct factory technical telephone/remote diagnostic support - All replacement parts, components, and labor certified by OEM specifications - Full access to proprietary firmware upgrades and analytical software updates SOLE SOURCE JUSTIFICATION: This acquisition is conducted under FAR 8.405-6(b)(1) / FAR 13.106-1(b) / 10 U.S.C. 3204(a)(1) (Only One Responsible Source). Oxford Instruments is the sole Original Equipment Manufacturer (OEM) and exclusive developer of the Aztec/mics/xstream/xmax80 analytical system. Oxford Instruments retains all proprietary rights, technical data packages, diagnostic utilities, and firmware required to service this equipment. No authorized third-party vendors exist. Servicing by non-certified personnel would void system integrity, compromise laboratory data accuracy, and impact foreign material exploitation (FME) mission readiness. NOTICE PROVISIONS: This notice of intent is NOT a request for competitive proposals or quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Interested sources may submit a capability statement demonstrating their ability to satisfy this requirement without access to OEM proprietary technical packages by the closing date of this notice. All capability statements must be submitted via email to: lisa.monfiston.civ@us.navy.mil or kevin.a.williams216.civ@us.navy.mil.
