The U.S. Army Corps of Engineers (USACE) Portland District has a requirement for a commercial, open-market, FOB destination supply procurement to supply 3 online Dissolved Gas Analysis (DGA) monitoring units, provide incidental installation and associated materials, as well as functional testing, system verification, and training at Lookout Point Dam in Lane County, Oregon. Lookout Point Powerplant has three main unit generator step-up transformers (GSUs) that all date from the mid-1950s. None of these transformers currently has online DGA monitoring. The requirement includes the purchase and installation of 3 online DGA systems, with one system installed on each GSU transformer. The North American Industry Classification System (NAICS) code for this procurement is 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, with a small business size standard of 750 employees. This procurement is set-aside, 100% for small business concerns. This synopsis is not a request for quotes (RFQ), proposals (RFP), or an invitation for bids (IFB). This is a pre-solicitation notice indicating that a solicitation for a competitive acquisition for the award of one firm-fixed-price contract is intended to be issued via Contract Opportunities at SAM.gov in approximately 1 day or less. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Quotes will be due approximately 10 days from the date the solicitation is issued, however, the 10-day time frame is estimated and subject to change. The definitive solicitation closing due date and time will be stated in the solicitation once issued and any associated amendments as applicable. All responsible sources may submit a quotation for consideration. Quotations must conform to the specifications provided with the solicitation upon its issuance. For contractors to conduct business with the Department of Defense, the contractor must provide registration information to the System for Award Management (SAM). Pursuant to RFO 4.203-1(b), firms must be SAM registered at the time their quotation is submitted. Registration instructions may be obtained, and online registration may be accomplished, at SAM.gov.
