*** ADMINISTRATIVE UPDATE - SEPTEMBER 28, 2026 *** 1. Status Update: The Government continues to actively prepare the LPD 17 Ship Control System (SCS) solicitation. The formal Request for Proposal (RFP) is currently targeted for release in late Fall 2026 (anticipated October/November timeframe). 2. Solicitation Number Change: Due to the updated release schedule falling in FY2027, the solicitation number is changed from N00024-26-R-4444 to N00024-27-R-4444. 3. Contract Type Clarification: The resulting contract is anticipated to be a hybrid Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) type. The CPFF portion is limited to minor engineering support services. Offerors will be required to have an adequate accounting system in accordance with FAR 16.301-3 for cost-reimbursement elements. 4. Point of Contact Change: Effective immediately, the primary Point of Contact for this requirement has changed from Danielle Fennelly to Kate Workosky. Please direct all future inquiries to Kate Workosky at kate.m.workosky.civ@us.navy.mil. 5. Action Required: No action is required by industry at this time. All other parameters of the original June 30, 2026, synopsis remain unchanged. Interested parties are encouraged to Follow this notice on SAM.gov to receive automatic updates. ----------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- The Naval Sea Systems Command (NAVSEA) intends to release a solicitation via Small Business Set-Aside for a Firm-Fixed Price (FFP) contract to design, develop, fabricate, assemble and test a Landing Platform Dock -17 Ship Control System (LPD 17 SCS) to meet the performance specifications outlined in the solicitation. This procurement synopsis has been prepared in accordance with FAR 5.207. The contract period of performance (POP) will consist of one twelve-month base period and four twelve-month option periods. The applicable North American Industrial Classification System (NAICS) code is 334511, with a size standard of 1,350 employees. The applicable PSC code is 2090 (Miscellaneous Ship and Marine Equipment). A sources sought notice was issued in the System for Award Management (SAM) website on 28 SEP 2023 and updated on 23 OCT 2023 under NAICS code 336611, titled “Request for Information for the LPD In-Service Modernization and Shipbuilding”, N00024-24-R-4203. A second Sources Source notice was issued in the System for Award Management (SAM) website on 18 May 2026 and updated on 26 May 2026 under NAICS code 334511, titled LPD In-Service Modernization – SMALL BUSINESS-ONLY SOURCES SOUGHT” This solicitation will be made available online as N00024-26-R-4444 as a total small business set-aside, via www.SAM.gov and www.PIEE.gov. Interested parties must comply with the announcement and are advised to continue to monitor this website. This notice of intent is to inform interested contractors of the Government’s issuance of a small business set-aside solicitation. This notice shall not be construed as a request for proposals. This is not a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis. The information contained herein is subject to modification and in no way binds the Government to award a contract.
