This Notice is prepared in accordance with RFO 5.1 and RFO 12.201-1(c)(2). THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. The Government intends to solicit this requirement directly from qualified suppliers in accordance with RFO 12.201-1(c)(2) for a firm-fixed-price contract as outlined in the attached Performance Work Statement (PWS). This Notice is issued solely for informational and market research planning purposes. It does not constitute a solicitation, bid guarantee, or promise of contract award. The Government reserves the right to cancel or amend this procurement at any time. The Government is not responsible for, nor will it reimburse, any costs incurred by interested vendors or commercial entities in the preparation, compilation, or submission of responses to this Pre-Solicitation Notice. All participation is strictly voluntary and at the vendor's sole expense. REQUIREMENT OVERVIEW & SCOPE OF WORK The 356th Expeditionary Theater Support Group (ETSG) requires reliable, responsive, and secure commercial line haul and heavy equipment transport services across various military installations and port facilities on the island of Guam. Key performance parameters include: Service Scope: Safe transport, line haul, and handling of tactical/non-tactical vehicles, tracked heavy machinery (e.g., bulldozers, excavators), associated gear, and general freight cargo. Key Operational Locations: Performance involves transportation services to, from, and between Andersen Air Force Base (AAFB), Naval Station (NAVSTA) Guam Port Operations (Apra Harbor), Jose D. Leon Guerrero Commercial Port (Piti), Antonio B. Won Pat International Airport (GUM), and designated commercial or military maintenance yards. Notice and Scheduling: Standard transport requirements will be scheduled with a minimum of ninety-six (96) hours advanced notice. Emergency transport requests with less than 96 hours notice must be mutually agreed upon by the Contractor and the Government. Equipment and Cargo Securement: 100% compliance with Federal Motor Carrier Safety Administration (FMCSA) and Department of Transportation (DOT) standards is required. The Contractor must utilize Grade 70 or Grade 80 transport chains paired with ratchet binders (lever binders are prohibited). Proper shoring, bracing, blocking, and cribbing (using heavy-duty hardwood timbers or composite pads) must be used to protect trailer decks and secure loads. Permits and Deliverables: The Contractor must obtain and submit digital PDF copies of Department of Public Works (DPW) Oversized/Overweight Permits to the 356th ETSG COR prior to dispatching any heavy or oversized movements. Personnel and Base Access: All vehicle and equipment operators must hold valid Territory of Guam Commercial Driver's Licenses (CDL) and federal DOT certifications. Personnel must pass background checks to obtain Defense Biometric Identification System (DBIDS) credentials for base access, sponsored by the Government. SUBMISSION INSTRUCTIONS FOR INTERESTED VENDORS Please reply to this Notice if your company is interested in participating in this upcoming solicitation. Responses must be sent via email to the Point of Contact listed below. Responses must include the following information: Company Details: Official Company Name, physical address, SAM.gov Unique Entity ID (UEI), and CAGE Code. (Active registration in SAM.gov is required). Fleet & Equipment Capabilities: A statement confirming your firm's available heavy-haul assets (e.g., flatbeds, lowboys) and securement hardware meeting the PWS standards. Licensing & Base Access Compliance: Confirmation that all proposed operators hold valid Guam CDL licenses and are capable of passing background checks to obtain DBIDS credentials. Permitting Capability: Confirmation of your firm's ability to coordinate and secure necessary DPW Oversized/Overweight Permits on Guam. Performance Capability Statement: A brief summary (not to exceed 2 pages) of relevant performance history, local logistics capabilities in Guam, and past performance with commercial or military port clearance. Please review the attached PWS for additional details.
