EO-14398, NR-IMD-361 SAAN WQ SAMPLING & ANALYSIS The National Park Service, Region 2, South Atlantic Gulf, intends to award a Firm Fixed price contract for Water Quality Sampling and Analysis, San Antonio Missions National Historical Park. The San Antonio River Authority (SARA) has performed this exact same work for GULN and SAAN since 2008. All work is done in concert with SARA’s routine water quality sampling for the Texas Clean Rivers Program for the Upper San Antonio River. A primary function of SARA it to protect water quality of the San Antonio River and is viewed as the local authority of water quality of this watershed. This requirement is being procured in accordance with FAR Part 6.302-1, only one responsible source. The determination to select SARA is the only entity responsible for water quality monitoring of the Upper San Antonio River under the Texas Clean Rivers Program. It is advantageous to the NPS to have water quality collection and analysis done by SARA in concert with their routine monitoring of this watershed. Additionally, it is in the best interest of the Government to utilize this contractor to decrease potential costs on the overall project by saving on unnecessary manpower for re-accomplishing research company already has. Since the original contractor owns is the primary authority in water analysis in TEXAS, it is the only source that can provide the services required for this project. NAICS Code: 221320, Sewage Treatment Facilities, Standard business size is $35M. The National Park Service is presently using SAM/FBO to issue synopsis for Notice of Intent to Award Sole Source Justifications and Sources Sought. The synopsis may be viewed online at: https://beta.sam.gov. FBO will be the only means of obtaining the amendments and will be able to receive electronic notification of solicitations and awards. CAUTION: This synopsis will be issued electronically as will any amendments. The Government is under no obligation to maintain a bidder's list. It is incumbent for any interested parties to obtain any amendments which may be issued. All questions pertaining to the synopsis can be directed to celinda_hicks@ios.doi.gov or by calling 470-819-0814. This is a sources sought for interested vendors for this project. A solicitation will not be released for this requirement. This will be a notice of intent to award on a sole source basis to San Antonio River Authority.
