This is a combined synopsis/solicitation for commercial services. The Contract Department, NAVSUP Fleet Logistic Center (FLC), Regional Directorate intends to award a Firm-Fixed Price (FFP) contract for mail routing services utilizing the procedures under the Revolutionary FAR Overhaul Part 12 – Acquisition of Commercial Items and FAR 19.107 – Women-Owned Small Business Program. The required services are to perform Navy mail routing services in the NAVSUP HQ, Postal Support Branch, Mechanicsburg, PA. Personnel will be required to perform as Mail Routers for Navy mobile units and shore installations. NAVSUP receives Mail Routing Instructions (MRIs) from Navy units and determines the transportation / distribution of mail to consolidation and delivery points throughout the Continental United States and (CONUS) and Outside the Continental United States (OCONUS) locations for shore commands and ships. Mail Routers ensure efficient utilization of assets and compliance with General Service Administration (GSA), Department of Defense (DoD), Department of the Navy (DON), and United States Transportation Command (USTRANSCOM) instructions concerning the routing of mail along with all domestic and international U.S. Postal Service (USPS) regulations concerning the routing of all incoming and outgoing mail. Mail Routers determine Navy Mail Routing based on unit mail routing instructions and available transportation lanes utilizing foreign and domestic commercial airlines and DoD assets. The Government intends to issue a one (1) year base period followed by two additional option years. FAR 52.217-8 “Option to Extend Services” will be included in the solicitation and contract. The North American Industry Classification System (NAICS) code for this acquisition is 541614 Process, Physical Distribution, and Logistics Consulting Services with a PSC of R706 Support- Management: Logistics Support. The anticipated date of the award is on or about 15 September 2026. The performance start date is 30 September 2026. It is intended to solicit as a total women-owned small business set aside. A Request for Quote will be available for download under number N0018926QW220. All requirement details will be contained within the solicitation and its attachments. By submitting a quote, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. The Factor III - Past Performance Section has been updated to reflect the correct evaluation criteria timeline for submission of past performance contracts. Contracts must have been performed within five (5) years of the solicitation closing date and demonstrate at least one (1) year of completed performance by the solicitation closing date.
