Invitation for Bids (IFB) Unrestricted / Full and Open NAICS Code: 236220 - Commercial and Institutional Building Construction The Maine Air National Guard intends to issue an Invitation for Bids (IFB) to award a single firm-fixed-price contract for non-personal services to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary for the construction of a new 42,374 square foot Fuel Cell Hangar facility at Bangor Air National Guard Base, Bangor, Maine, in accordance with the drawings and specifications for Project No. FKNN159044. The contract duration will be 670 calendar days after notice to proceed, to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $45,000,000. This action is being procured on an unrestricted basis. The magnitude of construction is between $25,000,000 and $100,000,000. The tentative date for issuing the solicitation is on-or-about 6 October 2026. The tentative date for the pre-bid conference is on-or-about 21 October 2026, 1000Hrs local time, location to be provided in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 28 October 2026 via email to 101.msg.msc.contracting@us.af.mil. The bid opening date is tentatively planned for on-or-about 6 November 2026. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in the System for Award Management (SAM). To register go to SAM.gov. Instructions for registering are on the website (there is no fee for registration). The solicitation and associated information will be available only from the Contract Opportunities page at SAM.gov. A Small Business Subcontracting Plan will be required if the bidder is a large business, as set forth in the solicitation. The HUBZone price evaluation preference described at RFO FAR 19.110 will apply. In accordance with RFO FAR 36.101-4, the following information is provided: There are no agency-specific policies or procedures that apply to the definitization of equitable adjustments for change orders under construction contracts. In accordance with FAR 6.302-1(c), brand name justifications will be included with the solicitation for certain components that must be compatible with existing installation systems, including Sargent Manufacturing Company locks, Monaco Fire Alarm Systems digital addressable fire alarm systems, Honeywell Building/Tridium Niagara-AX direct digital controls, Armstrong World Industries, Inc. acoustical ceiling tiles, Ultima High-NRC Square Lay-in, and Sherwin Williams or approved equal paint. In addition to the base work described above, the solicitation will include the following option line item: additive bid item for satellite parking.
