This Request for Information (RFI) is for planning purposes only, and does not constitute an Invitation for Bid, Request for Proposal, Solicitation, and Request for Quote, or an indication that the Government will contract for the items identified in this RFI. The Government does not intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. Any responses received will not be considered nor used as a proposal. The Department of Homeland Security (DHS), Federal Law Enforcement Training Centers (FLETC), Cheltenham, Maryland (FLETC-Cheltenham) is interested in obtaining information from industry that will help to support the acquisition strategy. The North American Industry Classification Systems (NAICS) Codes proposed for this requirement is 811121 Size Standard $9 Million. The FLETC-Cheltenham site has a requirement to contract for vehicle customization services to modify 16 selected Government-owned vehicles into dedicated training platforms that provide realistic law enforcement and protective-driving instruction. The customization services will involve two phases: Phase 1- Convert six (6) 2020 Chevrolet Tahoe, Sport Utility Vehicles (SUV); and Phase 2 - Convert ten (10) 2020 Police Interceptor SUVs into dedicated Precision Immobilization Technique (PIT) and Counter-PIT training vehicles. The contractor shall provide all necessary engineering, fabrication, parts, materials, labor, equipment, installation, testing, inspection, documentation, and quality-control services necessary to convert and customize the designated Government-owned vehicles into specialized law enforcement training vehicles. Work may be performed at the contractor’s approved fabrication facility unless otherwise directed by the Government. Phase 1 – Executive/Dignitary Protection Training Vehicles Convert six (6) 2020 Chevrolet Tahoe - Sport Utility Vehicles (SUV) into specialized vehicles capable of supporting Executive Protection and Dignitary Protection Driver Training. The modified vehicles will be utilized for advanced protective-driving instruction requiring vehicles that can withstand repeated high-demand training evolutions while maintaining predictable handling characteristics and appropriate occupant protection. Phase 2 – PIT/Counter-PIT Training Vehicles Convert ten (10) 2020 Police Interceptor Utility vehicles (SUV) into dedicated PIT and Counter-PIT training vehicles. The PIT and Counter-PIT maneuvers subjects training vehicles to repeated lateral forces, controlled vehicle contact, rapid directional changes, braking forces, suspension loading, and other stresses beyond those normally encountered during routine vehicle operation. Purpose-built modifications are required to protect critical vehicle components, reinforce areas routinely subjected to training-related stress, reduce avoidable damage, and provide a consistent training platform. The objective is to create vehicles capable of supporting repetitive PIT and Counter-PIT training while minimizing unnecessary vehicle damage, reducing maintenance-related downtime, and maintaining safe and predictable vehicle performance.
