NAVFAC Southeast is issuing a presolicitation notice for real property Title Evidence, Insurance, Closing, and Escrow Services for real estate acquisitions in the vicinity of Fort Worth, Tarrant County, Texas. This is a 100% Small Business Set-Aside and the NAICS is 541191 – Title Abstract and Settlement Offices, and the small business size standard is $19.5 million. A small business firm as defined by this standard may compete for this contract. The work consists of providing title evidence, title insurance, escrow services, and closing services for various real property interest acquisitions in the vicinity of Fort Worth, Tarrant County, Texas. The contractor shall conduct title searches to verify ownership, chain of title history, and title encumbrances; issue preliminary title reports /commitments /title binders for U.S. ALTA Owner title policies; update such title reports /commitments /title binders as necessary; issue Owner’s Title Insurance Policies using the ALTA U.S. Policy 9/28/91 as revised 12/3/12; assist with curative title actions as necessary; conduct real property acquisition closings; provide secure, legal escrow agent services to hold and disburse acquisition funds; review transfer documents; and execute final property settlements/closings, including recording services. The contractor shall perform all requires services in accordance with the Department of Justice Title Standards 2016 and applicable Federal law. Procurement Parameters This solicitation will be issued as a Request for Quotation (RFQ) using simplified acquisition procedures in accordance with FAR Part 13 and FAR Part 12. The Government intends to award a single, firm-fixed-price title contract with a five-year ordering period. Title services will be required for at least one real property interest acquisition during that period, and all title services needed during the period of performance will be obtained under this contract. The estimated ceiling value is $150,000. Instructions to Prospective Offerors This presolicitation notice is not a Request for Quotation (RFQ). No quotes are being requested or accepted at this time. Prospective offerors should contact the Real Estate Contracting Officer listed above to request an RFQ package. An RFQ package will be sent to all prospective offerors at the close of this presolication notice. It is the sole responsibility of prospective offerors to monitor SAM.gov for any amendments to this presolicitation notice. The RFQ package will be sent electronically, and quotes will only be accepted electronically. The Government will award a contract resulting from the separate RFQ to the responsible vendor whose offer conforming to the RFQ will be most advantageous to the Government, considering technical capability, past performance, and price. The following factors shall be used to evaluate offers: (1) Technical – the Government will evaluate your firm’s capability to provide the subject services in timeframes that support Government real property interest acquisitions. (2) Past Performance – Government intends to review any past performance information submitted and from any source available, including the Past Performance Retrieval System. Past performance will be evaluated as either acceptable or unacceptable. (3) Price – Offerors will submit their proposed prices for the listed services. Price will be evaluated by totaling the price for all contract services together. The price proposal will be evaluated to determine price reasonableness. Technical is approximately equal to price. All interested vendors must have an active and valid registration in the System for Award Management (SAM.gov) with complete representations and certifications at the time of quotation submission to be eligible for award.
