Brown III; Email: William.t.brown68.civ@army.mil; Phone: 801-432-4273 1.0 DESCRIPTION: The Utah Army National Guard 19th Special Forces Group (Airborne) requires contractor support to execute a comprehensive, 3-day/2-night CORE Family Wellness Resiliency Event for 20–25 military families (70–80 total participants) with ONLY these event dates of either 10-12 September 2026 OR 11-13 September 2026. In direct support of the Preservation of the Force and Family (POTFF) initiative, this event will utilize an immersive outdoor camping environment in UTAH ONLY (reasonable distance from SLC valley but no initial distance restriction) to deliver evidence-based resiliency training, fostering readiness across the Body, Mind, Spirit, and Family pillars. This requirement is being solicited as a TOTAL SMALL BUSINESS SET-ASIDE under NAICS code 611699 – “All Other Miscellaneous Schools and Instruction” which has a Small Business Size Standard of $16.5 million (https://www.sba.gov/sites/default/files/files/Size_Standards_Table.pdf). FOR VENDOR’S QUOTES TO BE CONSIDERED, YOU MUST BE REGISTERED IN SAM.GOV. THIS REQUIREMENT IS SUBJECT TO AVAILABILITY OF FUNDS, pursuant to RFO FAR 52.232-18. ***Please see attached Solicitation SF1449, Statement of Work (SOW), and Questions & Answers document for exact details.*** 1.1 SET-ASIDE / RFO FAR REGULATION: Any award resulting from this RFQ solicitation will be made using a “TOTAL SMALL BUSINESS SET-ASIDE” as follows: In accordance with (IAW) RFO FAR 19.104-1 “Total Small Business Set-Asides” paragraph (a) A “set-aside for small business” is the limiting of an acquisition exclusively for participation by small business concerns. For contracts above the micro-purchase threshold, the contracting officer must set the contract aside for small business if there is a reasonable expectation of obtaining offers— (1) From two or more responsible small business concerns; and (2) That are competitive in terms of fair market prices, quality, and delivery. 1.2 CONTRACT TYPE / EVALUATION CRITERIA: The Government intends to award a single, commercial Firm-Fixed-Price (FFP) contract resulting from this Request for Quotation (RFQ) solicitation to the responsible offeror whose quote conforms to the solicitation, is the most advantageous, and represents the BEST VALUE to the Government, price and other factors considered, IAW RFO FAR 12.203. The Government will evaluate quotes using the Comparative Evaluation process outlined in RFO FAR 12.203(c)(2). Under this process, quotes will be compared directly to one another to determine which provides the best overall benefit. The Government reserves the right to select a quote that exceeds the minimum requirements of the solicitation and represents a superior technical value, even if it is at a higher price than the lowest-priced quote. The following factors will be used to evaluate quotes: 1. Technical Capability (Non-Binary Comparative Factor): Quotes will be evaluated on the quality of the proposed technical approach, the feasibility of the work plan, and the qualifications of proposed personnel to meet the requirements in the Statement of Work (SOW). The Government will look for technical superiority or added value features that exceed the minimum SOW requirements. 2. Price: Evaluated for completeness and fair and reasonable pricing. 1.4 QUOTATION SUBMISSION INSTRUCTIONS: All quotations are due to the United States Property and Fiscal Office for Utah (USPFO-UT) Purchasing and Contracting (P&C) Division NO LATER THAN 08:00 AM Mountain Time (MT) on September 3, 2026. Facsimiles will not be accepted. 1.5 SAM REGISTRATION / ELIGIBILTY FOR AWARD: All offerors must have an active registration in System for Award Management (SAM) at time of award in order to be eligible for contract award. All offerors responding to this solicitation must meet all standards required to conduct business with the Government, including active registration in SAM and WAWF/iRAPT, and be in good standing. All qualified responses will be considered by the Government. In addition to providing pricing each quote must include vendor's CAGE/DUNS number, Federal Tax Number, and must include point of contact information. IAW RFO FAR 52.204-7, prospective vendors must be registered in the SAM database prior to award. Lack of SAM registration shall be a determining factor for award and your bid may be disqualified for not being registered and active in SAM.gov.
