The Indian Health Service, Bemidgi Area, Cass Lake Indian Health Service Hospital Unit, requires an upgrade to an existing DataRay Labeling System/Printer Server Equipment; an upgrade from D3 to D4 Model. IHS is in the middle of a 5-year service and support contract awarded to DataRay to support the Cass Lake IHS Hospital. In order for DataRay to continue to provide support for the product, it is essential that the Cass Lake IHS Hospital grant DataRay VPN access to D4 Network Devices. The D4 devices provide DataRay advanced tools and diagnostics to troubleshoot networking problems, system output changes, printer status, and other issues, as well as to protect the integrity of the hospital’s network and of Protected Health Information as required by the signed HIPAA Business Associates Agreement. DataRay needs direct network access to the D4 devices to operate these utilities. Delivery: 30 days after receipt of award The award will be a single source procurement awarded to DataRay Inc in accordance with RFO-FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Contracting Officers may solicit from only one source if the circumstances of the contract action deem that only one source is reasonably available based on licensing agreements and warranty coverage on specialized equipment. Only one source, DataRay Inc, is capable of fulfilling the Government’s requirement to provide an upgrade to existing DataRay equipment with the advanced tools and diagnostics to support the network and devices at the Hospital. This notice is not a solicitation or a request for offers. Any potential sources other than DataRay Inc may submit a capability statement via email to Dana Monroe, at dana.monroe@hhs.gov by 12:00 PM EDT on Thursday, September 3, 2026. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation will not be issued.
