AMENDMENT 0002 (08/20/2026): ADD QUESTIONS AND ANSWERS 1. Can you provide the physical address or GPS coordinates for each of the four NEXRAD sites? It helps with understanding potential road conditions and how we navigate the rigs. The project is to be completed on the below premises of the NWS. Reno Radar - 39°45'15.33"N 119°27'43.37"W Flagstaff Radar - 34°34'27.96"N 111°11'54.11"W Elko Radar - 40°44'22.96"N 116°48'10.23"W Cedar City Radar - 37°35'27.09"N 112°51'43.46"W 2. Can you confirm the required R-value for the walls and roof/ceiling separately? Is R-19 required for both? Yes. Same on walls and ceilings. 3. Can NOAA provide the approximate square footage broken out between wall area and roof/ceiling area for each site, rather than the combined approximate 10,000 SF per site? The roof square footage is 2,200 and the walls are 7,800. This measurement was estimated using Google Maps. Per 3.1 on the SOW the contractor is responsible for verifying measurements. 4. For preparation prior to installation, will Government personnel remove movable equipment, supplies, furniture, and other items that are not permanently attached, or should the contractor include moving/protecting those items in its scope? Yes 5. Are dumpsters permitted at each site for temporary collection of removed insulation? If so, is there a designated area where a dumpster can be placed? Yes. In the vicinity of the building where it won't block road or door access. 6. Are there any additional interior photographs available beyond those included with Amendment 0001, particularly photographs showing all walls, ceilings, equipment, and other items that would require protection during insulation removal and installation? No. END OF AMENDMENT 0002 AMENDMENT 0001 (08/18/2026): ADD QUESTIONS AND PHOTOS TO ATTACHMENTS • Are photographs of the four shelter interiors and access roads available? Answer: Attached. This is the same response as earlier. This is the Flagstaff site. It's identical to the others and in the same condition. • Can a 24-foot box truck access each site, particularly the Reno and Elko mountaintop locations? Answer: Yes. The roads are not in the best condition, so the truck would need to proceed slowly and carefully. • Will the shelters be vacant during insulation removal and installation, or will they remain operational with equipment or personnel inside? Answer: Three Fiberbond buildings inside the snow shelter will have running equipment. The POC's at each site will determine if they will be onsite or if the contractor will be given individual access. • May closed-cell spray foam meeting R-19 be submitted as one of the equivalent insulation options for COR approval? Answer: Yes. This is a highly encouraged option. • Has the existing wall/roof insulation at any of the four locations been tested for asbestos or other hazardous materials? If so, can the results be provided? Please confirm whether any hazardous-material abatement is included in the contractor’s scope. Answer: No & No • Since the estimated wall and ceiling area is approximately 10,000 SF per site, are there any additional measurements, photographs, or current-condition information available for the Reno, Flagstaff, Elko, and Cedar City locations beyond the as-built drawings? Answer: Attached are the pictures of the Flagstaff site. All sites are identical and similar in condition. • For the Reno and Elko mountaintop locations, can the Government provide any additional information regarding current road/access limitations for contractor vehicles, trailers, lifts, or material-delivery trucks? Roads are accessible. Answer: Access into the building will require coordination with NWS. • May the four sites be scheduled and completed independently within the 365-day period of performance, based on site access, weather, and coordination with the NWS Technical POC? Answer: Yes END OF AMENDMENT 0001 REQUEST FOR QUOTATIONS (RFQ) Constructions Services for replacing wall and roof insulation at Multiple NEXRAD sites. 1. Solicitation number 1305M326Q0442 is issued as a request for quotation (RFQ) for Constructions Services replacing wall and roof insulation at the Reno, Flagstaff, Elko and Cedar City, Next Generation Radar (NEXRAD) sites. Commercial construction services, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for replacing wall and roof insulation at the NEXRAD sites in Reno, Flagstaff, Elko and Cedar City, in accordance with the Statement of Work. Period of performance is three hundred and sixty-five (365) calendar days after receipt of the notice to proceed. A complete description of requirements, including documentation supporting any brand name descriptions or technical data, can be found in the SF18. 2. This is a request for quotations (RFQ) for commercial products or commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. The Government intends to award as a trade-off, single award, firm fixed-price purchase order on an all or none basis with payment terms of Net 30. 3. All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. THE GOVERNMENT DOES NOT ACCEPT RESPONSIBILITY FOR NON-RECEIPT OF QUOTES. IT IS THE CONTRACTOR’S RESPONSIBILITY TO REQUEST AND RECEIVE A CONFIRMATION OF THE QUOTE RECEIPT. Per NOAA Deviation 2025-02/03: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Contracting officers will not consider those representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM. (End)
