SOURCES SOUGHT: THIS IS ONLY A SURVEY OF THE MARKET TO DETERMINE IF THERE ARE POTENTIAL CONTRACTORS THAT CAN SATISFY THE FOLLOWING REQUIREMENT: PN 2993811 – REPAIR PUNTA BORINQUEN LIGHTHOUSE AT UNITED STATES COAST GUARD BASE BORINQUEN, AGUADILLA, PUERTO RICO. This is not a pre-solicitation notice or solicitation for proposals/quotations. The base bid, on-site work consists of furnishing all labor, tools, equipment, materials, supervision, and transportation necessary for, and incidental to, Repair Punta Borinquen Lighthouse. The following is a general summary of the work: Develop and provide asbestos containing material (ACM) and lead based paint (LBP) investigation and analysis report. Prep surface with a combination of high-pressure water and spot washing with a stiff brush and cleaning solution on 3,200 square feet (SF) of exterior surface at the Punta Borinquen Lighthouse. Prep surface with a combination of high-pressure water and spot washing with a stiff brush and cleaning solution, as well as strip LBP within interior walls and metal stairway (2,560 SF). Repair spalling damage on the exterior wall and overhang on Punta Borinquen Lighthouse. Apply minor repairs to 160 square feet damaged areas, cracks, and unsound surface of exterior surface by dry cutting and patching. Repair rust damage on roof level and replace one two-square feet metal hatch access to roof, as we; as install 45 linear feet of metal guardrails along the roof edge. Replace a five feet 10 inches wide and nine feet six inches high entrance metal door to match existing on the Punta Borinquen Lighthouse. Replace a two feet six inches by three feet three inches metal louver window on first level to match existing on the Punta Borinquen Lighthouse. Base coat and paint with two coats of algae-resistant water-based elastomeric, high-build, acrylic coating (6,000 square feet) on concrete surfaces. Treat all metal surfaces with rust converter and apply rust resistant paint. The performance period will be one hundred eighty (182) calendar days. The estimated value of this procurement is between $100,000 and $500,000. The applicable North American Industry Class System (NAICS) code is 237990 (Other Heavy and Civil Engineering Construction). The small business size standard has an annual gross receipt of $45 million. Bid, Payment, and Performance Bonds are REQUIRED. The following are tentative dates for this project: Solicitation Issued: September 2026 Bid Opening: October 2026 Contract Performance Completion: May 2027 SAM: Interested parties should register in the System for Award Management (SAM) database as prescribed in FAR 4.203-1(b). SAM registration can be obtained by accessing the internet at www.sam.gov. USCG posts opportunity and award information to SAM. The U.S. Coast Guard is considering whether or not to set aside this acquisition for a HUBZone, Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Total Small Business or Women Owned Small Business (WOSB) concerns. In accordance with FAR 19.1303, FAR 19.1403, FAR 19.50, and FAR 52.219-30 if your firm is HUBZone certified, Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Total Small Business or Women Owned Small Business (WOSB) and intends to submit an offer for this acquisition, please respond via email to Cherie.R.Rappaport@uscg.mil with “Sources Sought PN 2993811 – Repair Punta Borinquen Lighthouse at USCG Base Borinquen, Aguadilla, Puerto Rico” in the subject line. Your response MUST include the following: (a) a positive statement of intent to submit a bid/proposal for this solicitation as a prime contractor; (b) a statement identifying you are a certified small business designation; (c) evidence of experience with work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact, and telephone numbers; (d) evidence of bonding capability to the maximum magnitude of the project, to include both single and aggregate totals; (e) documentation verifying small business certification and socioeconomic category designation by SBA; (f) Unique Entity ID (UEI). Contractors are reminded that should this acquisition become a set aside concern, the following FAR Clauses may apply: FAR 52.219-3 Notice of Total HUBZone Set-Aside; FAR 52.219-6 Notice of Total Small Business Set-Aside FAR 52.219-27; Notice of Service-Disabled Veteran-Owned Small Business Set-Aside Responses are required no later than September 11, 2026 at 4:00 PM EST.
