FEMA Region 6 is conducting market research and acquisition planning for a contemplated Asbestos Abatement Blanket Purchase Agreement (BPA) at 800 N. Loop 288, Denton, Texas 76209. The contemplated BPA may support routine, planned, urgent, and emergency asbestos abatement requirements, including asbestos-containing material removal, containment, negative-air/HEPA filtration, decontamination, waste handling, transportation, disposal, regulatory notifications, and related support services. FEMA will conduct a pre-award site visit to allow interested firms to observe facility conditions and support FEMA’s market research and acquisition planning. Attendance is required for firms that wish to participate in the site-visit portion of FEMA’s market research. The site visit is necessary because the contemplated requirement involves site-specific asbestos-related conditions at an occupied Federal facility, including access constraints, containment requirements, safety considerations, indoor-air-quality controls, mobilization requirements, waste handling logistics, and response-time considerations. Firms interested in the contemplated BPA are strongly encouraged to attend the pre-award site visit. Failure to attend may limit the information available to the firm regarding site-specific conditions and may limit FEMA’s ability to consider that firm’s site-visit-specific input during market research. However, attendance at this market research site visit does not guarantee award, establish eligibility for any socioeconomic program, or create any entitlement to participate in a future acquisition. This site visit is being conducted for market research and acquisition planning purposes only. If FEMA later issues a solicitation, FEMA may include a separate mandatory site visit requirement in that solicitation if warranted by the final acquisition strategy and the site-specific nature of the requirement. Any such requirement will be stated in the solicitation. Interested firms that wish to attend the site visit must register by 10:00 a.m. Central Time, Tuesday, September 1, 2026.
