Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with FAR 12.202 and FAR 12.203, using simplified acquisition procedures. This announcement constitutes the only solicitation. Quotes are being requested, and a separate written solicitation will not be issued. The Department of Homeland Security, Federal Law Enforcement Training Centers, intends to award a firm-fixed-price purchase order for the design and fabrication of exterior-grade U.S. Government Property warning sign panels. 2. Requirement The contractor shall furnish all personnel, materials, equipment, supplies, design services, fabrication, quality control, packaging, and other items necessary to design and fabricate twenty (20) completed exterior-grade warning sign panels. The signs shall be used at FLETC facility entrances to notify individuals entering the facilities of applicable federal regulations, prohibited items, and legal policies. Installation is not required under this requirement. Contractor delivery is not required unless separately directed by the Contracting Officer. Completed sign panels will be collected by the Government. 3. Line Item CLIN: 0001 Description: U.S. Government Property Warning Sign Panels, including design, digital proof, fabrication, exterior-grade materials, UV-resistant graphics, mounting holes, quality control, and protective packaging for completed 6 ft. x 8 ft. single-sided warning sign panels Quantity: 20 Unit of Issue: Each 4. Required Specifications The contractor shall provide signs meeting the following requirements: Size: 6 feet wide by 8 feet high Orientation: Portrait Panel type: Single-sided Use: Exterior/fence-mounted Exterior-grade rigid sign panel material, such as aluminum or approved equivalent Weather-resistant, corrosion-resistant, and UV-resistant construction Fade-resistant graphics and text for a minimum of five years under typical outdoor conditions Mounting holes suitable for traffic poles or chain-link/metal fencing Protective wrapping or packaging suitable for Government pickup and transport Digital color proof submitted to the Government for approval before fabrication The final signs shall match the Government-approved proof and shall include the required text, colors, symbols, fonts, layout, dimensions, and legal citations identified in the solicitation. 5. Required Completion Date All signs shall be completed and ready for Government pickup no later than: September 30, 2026 6. Place of Performance / Government Pickup No contractor delivery or installation is required. The completed sign panels will be collected and delivered by the Government to FLETC site locations, including: Federal Law Enforcement Training Center, Glynco, GA Federal Law Enforcement Training Center, Artesia, NM Federal Law Enforcement Training Center, Charleston, SC Federal Law Enforcement Training Center, Cheltenham, MD 7. Submission Instructions Quotes shall be submitted by email to the Contracting Officer no later than: August 28, 2026, at 12:00 PM Eastern Time Questions shall be submitted by email to the Contracting Officer no later than: August 26, 2026, at 10:00 AM Eastern Time Contracting Officer: Ricardo Soto Phone: 912-267-2303 Email: ricardo.soto@fletc.dhs.gov At a minimum, quotes shall include: Solicitation number Offeror name, address, and telephone number Unique Entity Identifier Pricing for CLIN 0001 Technical approach, not to exceed one page Production schedule approach, not to exceed one page Proposed delivery or performance schedule Proposed warranty terms, if applicable Discount terms, if applicable Completed representations and certifications not already available in SAM Statement of agreement with the terms, conditions, and provisions of the RFQ and any amendments Offerors must have an active registration in the System for Award Management at the time of quote submission and at the time of award. 8. Evaluation Award will be made to the responsible quoter whose quotation provides the best value to the Government. The Government will evaluate quotes using the following factors: Technical Capability Production Schedule Price Technical Capability is more important than Production Schedule and Price. When combined, Technical Capability and Production Schedule are significantly more important than Price. Price will be evaluated for reasonableness. The Government may award to other than the lowest-priced quoter if the non-price benefits of a higher-rated quote justify the price premium. The Government intends to evaluate quotes and make award without discussions, but reserves the right to conduct discussions if necessary. 9. Applicable Clauses and Provisions The solicitation incorporates FAR and HSAR provisions and clauses, including but not limited to: FAR 52.212-1, Instructions to Offerors, Commercial Products and Commercial Services FAR 52.212-2, Evaluation, Commercial Products and Commercial Services FAR 52.212-4, Contract Terms and Conditions, Commercial Products and Commercial Services FAR 52.219-6, Notice of Total Small Business Set-Aside FAR 52.246-2, Inspection of Supplies, Fixed-Price HSAR 3052.209-70, Prohibition on Contracts with Corporate Expatriates HSAR 3052.247-72, F.O.B. Destination Only Offerors shall review the full solicitation for all applicable terms, conditions, provisions, clauses, and submission requirements. 10. Notice This notice is issued in accordance with FAR Part 12 for the acquisition of commercial products and commercial services. The Government reserves the right to reject any or all quotes, waive informalities or minor irregularities, and make no award if such action is in the Government’s interest. 11. Additional Notes # 1 - FAR 12.303(a) "Cancellation" - The Government may withdraw, amend, or cancel purchase orders by written notice to the supplier at any time before acceptance of the order occurs. # 2 - FAR 12.304(b)&(c) "Terminations" - The Goverment will follow the procedures in this section and the termination paragraphs of the clause at 52.212-4, when terminating contracts for commercial products or commercial services.
