Eglin Air Force Base, FL intends to award a Single Source, Firm Fixed Price (FFP) contract as authorized by Revolutionary Federal Acquisition Regulation Overhaul (RFO) 12.102(b) to Monaco Enterprises, Inc, 14820 East Sprague Ave, Spokane Valley, WA 99216 The Monaco Enterprise system serves as the primary infrastructure for the installation's Fire Alarm Reporting and Mass Notification System (MNS). Continuous, reliable operation of the Monaco system is required to meet National Fire Protection Association (NFPA) and Department of War (DoW) life safety regulations, ensuring rapid response to fire, medical, and security emergencies. Furthermore, DoW mandates that all Operational Technology (OT) and Information Technology (IT) systems run on supported operating systems to comply with current Security Technical Implementation Guides (STIGs). With previous Windows OS versions reaching EOL, upgrading to Windows 11 is a non-negotiable requirement to maintain a secure cybersecurity posture and retain the system's Authority to Operate (ATO). Failure to secure and execute this technology update will result in severe, cascading mission impacts across multiple domains. For Cybersecurity & Compliance, this means revocation of the system's Authority to Operate (ATO); the Authorizing Official (AO) will be forced to quarantine the Monaco system from the DoW Information Network to prevent lateral vulnerabilities. Market Research Assessment determined that Monaco Enterprises, Inc. is the best acquisition path and will be of the largest benefit to the Government. Pursuant to RFO 12.102(b) the Contracting Officer has determined that circumstances of the contract action deem only one source reasonably available. This notice of intent is not a request for competitive proposals/quotes and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement. Capability statements are due no later than Monday, 10 September 2026 by 12:00 PM Central Standard Time. Be advised that all correspondence sent via email shall contain subject line “Monaco Technology Upgrades & Base Year PMI Services.” It is the responsibility of the contractor to confirm receipt prior to the due date and time.
