The 502d Contracting Squadron intends to award a sole source purchase order to Charter Communications Operating, LLC., (Spectrum), Cage Code: 4WWK4, 12405 Powerscourt Dr, Saint Louis, MO 63131 for dedicated fiber internet services at Joint Base San Antonio (JBSA) Lackland. The Air Force Services Center (AFSVC) requires a Type II dedicated fiber internet service to establish a mission-critical backup circuit for its Business Activity Network (BAN) at 2141 Kelly Dr., Lackland AFB. The period of performance is a base year with three one-year option periods, from 15 September 2026 to 14 September 2030. This procurement falls under NAICS code 517111 (Wired Telecommunications Carriers), which has a small business size standard of 1,500 employees. This action is processed under the authority of Revolutionary Federal Acquisition Regulation (RFO) Part 12. Market research indicates that competition is not feasible for the following reasons: The required service must leverage the existing fiber infrastructure at the specified location to ensure operational continuity and avoid unnecessary costs. This essential infrastructure is exclusively owned by Charter Communications Operating, LLC, which installed it under a previous contract (FA301624P0175). Engaging any other vendor would require constructing entirely new, redundant infrastructure, leading to prohibitive costs and unacceptable delays in activating this mission-critical backup system Based on these findings, Charter Communications is the only source capable of meeting the government's requirements without incurring significant and duplicative expenses and operational delays. This notice of intent is for informational purposes only and is not a request for competitive proposals. However, any interested party that believes it can meet the stated requirement may submit a capability statement to the Contracting Office no lafer than the published due date of this notice. The statement must provide clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this action is solely at the discretion of the Government. Information received will be used only to determine whether to conduct a competitive procurement.
