THIS IS A PTAG SOURCES SOUGHT REQUEST FOR INFORMATION (RFI) ONLY. This PTAG 6.1.1 Sources Sought (request for information) Notice (RFI) is strictly for market research ONLY. It is for informational and planning purposes and shall NOT be construed as a solicitation or as an obligation or commitment by the Government at this time. PTAG The Government contemplates utilizing the Alternative Competition Method in accordance with the Patent and Trademark Office Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act 35 U.S.C. 2(b)(4)(A). This Sources sought notice is intended as preliminary market information gathering which the United States patent and Trademark Office (USPTO) will use to determine which small business contractor(s) is/are the most likely to successfully meet the agency’s needs and are thereby eligible to participate in an alternative competition. As a result of this market research, the solicitation will only be issued to the/ those qualified small business contractor(s) that is/are deemed most likely to successfully meet the agency’s requirements as stated below. This RFI is being made available under NAICS: 531210 - Offices of Real Estate Agents and Brokers and PSC R499 - SUPPORT- PROFESSIONAL: OTHER Purpose of this Sources Sought / Request for Information (RFI) The USPTO Office of the Chief Administrative Officer (OCAO), seeks a contractor to provide real estate portfolio management support services to include real property planning support and to assist the USPTO on all negotiations and discussions related to its GSA leasehold interests for the Alexandria Campus and Detroit Regional Office. In addition, support may be requested to assist the USPTO to make long-term planning decisions for each of the facilities within the USPTO’s portfolio. Currently, these facilities include the Dallas Regional Office located in a GSA owned facility; and the San Jose Regional Office which is directly leased by the USPTO. Real property planning support is required for all USPTO’s real property holdings. USPTO, as a tenant, must develop and implement a real estate portfolio strategy to secure, right-size, and maintain agency space needs without disruption. This contract will enable USPTO to mitigate resource constraints and improve efficiency, while securing technical data and expertise to ensure the implementation of an effective real property strategy going forward. Current Office Locations Main campus headquarters: 600 Dulany Street, Alexandria Virginia which is GSA leased space for which USPTO has separate occupancy agreements for each of the following buildings: Madison East/ Madison West , Knox, and Jefferson. USPTO directly leases one garage structure (East Garage) housing 1780 parking spaces directly connected to the main campus A GSA leased warehouse in Lorton VA. GSA owned warehouse in Springfield VA. Current Regional Offices: Detroit RO: 300 River Place, Detroit, Michigan. GSA leased space Dallas RO: 207 S. Houston St, Dallas, Texas. GSA owned facility San Jose RO: 200 E. Santa Clara St, San Jose, California. The response to this RFI should provide OCAO management with an understanding of the contractor’s experience and the range of services provided. This will allow USPTO to conduct thorough market research, identify suitable providers, and make informed decisions. HOW TO RESPOND TO THIS SOURCES SOUGHT NOTICE All interested contractors should provide the following information in their response via e-mail to the contacts listed below: The name of your contractor, address, SAM UEI, point of contact information, email, phone, website address. Your FSS Schedule contract number (Only if applicable). Proof your contractor is a small business under NAICS 531210 Any relevant certifications or other relevant authorizations Information about your contractor’s ability to meet the requirements stated above by providing enough detail to show: Past performance should include twenty plus years of real estate analysis and planning experience with the GSA policies and procedures and engagement in the areas of space strategies, POR requirements, and lease negotiations. Understanding of current USPTO space standards, business units, regional functionality and operations, and unique staff requirements as it pertains to the various unions. Demonstrated experience with federal government real estate policy, procurement process, federal government program of requirements development, leveraging experience with the GSA, evaluation practices and lease negotiations. Demonstrated expertise in working with the GSA, OMB and Congress for federal office space leasing acquisition. Expert level experience in strategic planning and programming, conceptual and schematic design, design development, construction and contract documents, and project administration.
