This notice is issued by the U.S. Department of Transportation (USDOT), Federal Highway Administration (FHWA), O?ice of Acquisition and Grants Management. Pursuant to 10 U.S.C. 3204(a)(3), as implemented by FAR 6.103-1 (only one responsible source and no other supplies or services will satisfy agency requirements) and FAR 6.103-3 (Industrial mobilization; engineering, developmental, or research capability; or expert services), the Government intends to negotiate and award a single-award, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to: The Open Mobility Foundation 400 TradeCenter, Suite 5900 Woburn, MA 01801 The Open Mobility Foundation (OMF) is a nonprofit standards development organization responsible for the development, governance, maintenance, and stewardship of the Mobility Data Specification (MDS) and Curb Data Specification (CDS), which are widely adopted multimodal mobility and digital curb standards supporting public sector transportation operations and policy in more than 1,200 cities around the world. The OMF is a program of the OASIS Open (501(c)(6) nonprofit. Through a consensus-based program and as a partner organization, OMF plays a central and comprehensive role in creating harmonized solutions for the advancement of mobility. OMF is uniquely qualified to perform the requirement. They are a leader and a partner in multimodal mobility standards development nationwide.
