This is a combined synopsis/solicitation for a commercial product prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12 and RFO Subpart 5.2. This announcement constitutes the only solicitation; quotes are being requested.This requirement incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2026-01. Requirement Description The U.S. Forest Service, Gifford Pinchot National Forest, Wind River Ranger District, requires the procurement of a brand new, commercial-grade Fire Trailer Tank and Pump Assembly. Critical Procurement Constraint: The Government currently owns the tandem-axle utility trailer (5’x10’, 7,000 lbs GVWR). This requirement is strictly for the fully integrated skid unit that bolts onto the existing frame. Exclusions: This acquisition explicitly does not include the purchase of a new trailer chassis, wheels, axles, tongue, or towing coupler. Technical Specifications & Salient Characteristics The skid unit must conform to the following core baselines: Tank Structure: Minimum 500-gallon capacity; heavy-duty 10-gauge carbon steel. Internal anti-surge baffles and interior epoxy coating required. Footprint & Weight: Maximum 5’x10’ footprint matching the structural channel layout of the government owned trailer. Total assembly dry weight must not exceed 2,300 lbs. Pump Assembly: 13 HP commercial gas engine paired with a twin-impeller portable centrifugal pump delivering ? 120 GPM @ 40 PSI and ? 20 GPM @ 146 PSI. Drafting & Plumbing: Integrated 2-inch manifold with self-loading/drafting system. Includes 2" x 20' suction hose with foot valve/strainer and a manual hand primer pump. Discharges: 2-inch quarter-turn ball valve main discharge. Valved auxiliary ports in 1-inch, 1.5-inch, and 3/4-inch configurations. Accessories: Manual-wind hose reel loaded with 250 feet of 1-inch utility hose and adjustable nozzle. Integrated lockable rear toolbox, shackle tie-down points, and integrated fenders/mud flaps matching tandem-axle placement. Aesthetics: Tank may be painted red but must not feature any fire use decals or markings. ******See Attached Solictation for Salient Characterisitcs******** Place of Performance/ Timelines Delivery/Production Timeline: Full manufacturing, plumbing, leak pressure testing, and final inspection availability must occur within thirty (30) calendar days from receipt of order (ARO). FOB Delivery Address: Wind River Work Center, 1262 Hemlock Road, Carson, WA 98610. Government Pickup Option: If the contractor’s manufacturing facility sits within a 100-mile driving radius of Carson, WA (98610), the Government reserves the right to execute a local pickup. Evaluation Framework & Basis for Award Award will be made to the responsible offeror representing the most advantageous solution to the Government under the simplified procedures of FAR 12.203. The following factors will be evaluated: Technical Acceptability: Exact matching of technical baselines or validated technical justifications for proposed "or equal" elements. Delivery Timeline: Confirmed ability to meet the mandatory 30-day target. Price: Fair and reasonable evaluation. Submission Protocol Quoters must maintain an Active SAM.gov Registration. Offers omitting a Unique Entity ID (UEI) will be immediately excluded from evaluation. Prices must remain firm for 90 calendar days from the submission deadline. Required Package Components: Completed and signed SF-1449 (Blocks 17a, 30a, 30b, and 30c). Phone, Email, and SAM UEI within Block 17a. Completed unit costs and totals within the Schedule of Items. Completed Requirements Compliance Checklist (attached to Solicitation). Technical drawings, dimensional prints, or commercial component brochures. Signed copies of all issued SF-30 Amendments.
