Notice of Intent The Defense Health Agency (DHA) intends to negotiate on a sole source basis in accordance with FAR part 12.102(a). For purchases not exceeding the simplified acquisition threshold, only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization). The proposed source is Securitas Technology Corporation, 3800 Tabs Drive, Uniontown, OH 44685-9564. This acquisition is for the procurement of an additional twenty-one (21) access control doors, to include all-inclusive labor, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the installation and integration of the 21 access control doors with the existing Securitas server and Lenel software infrastructure and hardware utilized by the 45th Medical Group (MDG), Patrick, Space Force Base (SFB), FL. It is the contractor’s responsibility to be familiar with the applicable FAR and DFARS clauses and provisions. The FAR and DFARS clauses may be accessed in full text at the below-referenced addresses: FAR Clauses: https://www.acquisition.gov/browse/index/far FAR Overhaul: https://www.acquisition.gov/far-overhaul DFARS Clauses: https://www.acguisition.gov/dfars The North American Industry Classification System (NAICS) Codes: 561621 – Security Alarm Systems Sales Combined with Installation, Repair, or Monitoring Services This acquisition is for the procurement of an additional twenty-one (21) access control doors, to include all-inclusive labor, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the installation and integration of the 21 access control doors with the existing Securitas server and Lenel software infrastructure and hardware utilized by the 45th Medical Group (MDG), Patrick, Space Force Base (SFB), FL. The 21 access control doors must be integrated with the current existing Securitas server and Lenel software infrastructure and hardware for system programming and control. The contractor shall be responsible for the configuration of the new 21 access control doors with the existing Lenel software across multiple facilities/buildings within the 45th MDG. All access-controlled doors must be programmed to lock or unlock based on a time schedule provided through the Lenel software system integrated with the Securitas Technology server. Only Securitas Technology Original Equipment Manufacturers (OEM) certified and qualified technicians are authorized to perform the installation and integration of the 21 access control doors and service the Lenel software infrastructure and hardware. All installation, integration, software licensing, warranty, and services associated with the 21 access control doors, Lenel software, and all equipment shall be in accordance with OEM terms and conditions. The contractor shall provide installation and integration of the 21 access control doors and all services during normal business hours (i.e., 8 hours a day and 5 days a week), excluding United States Federal Government holidays, which are identified online at the following site: https://www.opm.gov/policy-data-oversight/pay-leave/federa1-holidays/#url=2026. Instructions to Vendors This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement; however, if a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to submit a product meeting the minimum requirements specified above. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 12-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submission that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement. Responses Submission Capability statements are due by 10:00 A.M. ET, 2 September 2026.
