This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source firm fixed price contract to the following contractor in support of Omnicell Occ Health in support of St. Cloud VA Health Care System, 4801 Veterans Drive, St. Cloud, MN 56303-2015: Omnicell, Inc. UEI: L5KFJWTBJDN5 500 Cranberry Woods Dr. Cranberry Township, PA 16066 This is done under authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1: Only one source and no other supplies or services will satisfy agency requirements. This is not a request for competitive quotes. Market research revealed that Omnicell, Inc. is the sole source factory trained representative for the sale and installation of Omnicell. Omnicell is the only equipment fully compatible with the already installed Omnicell in use at the St. Cloud VA. Medications are stored and tracked manually making it easy for items to be missed or forgotten which is unsafe and can also lead to diversion of medications. The Omnicell tracks medications automatically and allows staff to see what s expiring missing, and to help manage recalls quickly. According to VA directives, high-risk medications are required to be stored in an automated dispensing cabinet for safety and accountability. The absence of an Omnicell in Employee Health creates risks to medication safety and inventory management. Relying on paper-based manual inventory can lead to errors, where recalled or expired medications may be missed and potentially dispensed to employees. Procuring an Omnicell will allow Pharmacy to track medications more effectively, improve inventory management, reduce these risks, and increase operational efficiency in Employee Health. The North American Industry Classification System (NAICS) code for this service is 339112 (Surgical and Medical Instrument Manufacturing) and the Product Service Code (PSC) is 6530 (Hospital Furniture, Equipment, Utensils, and Supplies). While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement, including documentation from the proprietary rights holder Omnicell that such contractor could provide this service as an authorized reseller, authorized dealer or third party. All responsible sources may submit a capability statement, which shall be considered by the agency by e-mailing such statement and supporting documentation to Erica Miller, Contracting Specialist, at erica.miller5@va.gov.
