This is a Pre-Solicitation Notice Only. Reference number: W9128F26RA069 On or about 3 September 2026, the Government intends to issue a firm-fixed-price design-build(DB)/design-bid-build (DBB) Small Business (SB) set-aside, Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) with a shared capacity of $99M and a targeted pool of five (5) contractors for Facilities Sustainment, Restoration and Modernization (FSRM) Roofing services. No response to this notice is required. The contracts will be awarded for a total of five (5) years; one three (3) year base period and one two (2) year option period. The NAICS code for this contract will be 238610 ? Roofing Contractors. The current requirement is for one MATOC for roofing construction services to primarily support the U.S. Army Corps of Engineers (USACE) Omaha District, in Colorado and Wyoming. Requirements for this SB Roofing MATOC include, but are not limited to, the repair or construction of various types of roofing systems, single ply membrane systems ((e.g. ethylene-propylene-dienemonomer (EPDM) rubber, (including liquid EPDM, EPDM coatings and EPDM rubber coatings, polyvinyl-chloride (PVC)), standing seam metal (structural, architectural, steel, aluminum, and copper), tile (slate, clay, concrete), sprayed polyurethane foam (SPF), protected membrane, heat-reflective and energy efficient roofing systems, and all devices, equipment and components associated with constructing and installing these systems (e.g. vapor retarder membranes, insulation, air barrier membranes, gutters, downspouts, flashings, fascias and soffits). A typical task order may also include incidental damage repairs associated with roof leaks, such as ceiling repair, painting, and carpet cleaning. Task orders may involve incidental lead-based paint or asbestos abatement. Roofing systems will be designed and constructed to withstand Colorado and Wyoming hazards such as snow load, wind forces, and lightning. It is not anticipated that these roofing projects will involve LEED certification, but some sustainability requirements may apply. The majority of roofing projects are anticipated to be of the renovation type on facilities that will be occupied for the duration of work. Please be advised that an online registration requirement in System for Award Management (SAM) database http://www.sam.gov/ exists and directed solicitation provisions concerning electronic annual Representations and Certifications on SAM. Representations and certifications are required to be up-dated annually at a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective for one year from date of submission or update to SAM. Solicitation documents will be posted to the web via https://SAM.gov. Registration is required to access solicitation documents. The website https://SAM.gov provides secure access to acquisition-related information, synopsis or pre-solicitation notices and amendments. Summary of access requirements to solicitation is as follows. Find solicitation announcements in https://SAM.gov. All amendments will be posted in https://SAM.gov. It shall be the contractor responsibility to check the website for any amendments. All responsible sources may submit a proposal, as appropriate, which will be considered by the agency.
