The Quentin N Burdick Memorial Healthcare Facility intends to solicit and award a contract for blood services on a sole source basis pursuant to FAR 602-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The proposed sole-source award is based on the unique capabilities and geographic location of the identified blood services provider. The vendor is located in close proximity to the Quentin N Burdick Memorial Healthcare Facility and has the capability to provide timely delivery of blood products, including STAT/emergency delivery, when urgently required for patient care. The ability to rapidly obtain and deliver blood products is critical to the Quentin N Burdick Memorial Healthcare Facility mission and patient safety. Additionally, there are limited qualified vendors within the geographic region capable of providing the required blood collection, processing, distribution, and delivery services. The limited availability of vendors, combined with the need for rapid delivery and reliable access to blood products, significantly restricts the Health Center’s ability to obtain these services from other sources. Based on the vendor’s geographic location, demonstrated ability to provide STAT delivery, and the limited number of qualified blood service providers in the region, the Government intends to solicit and award the requirement on a sole-source basis.
