The effort will support development and implementation of a federally aligned quality standard derived from the existing QI-Core standard and updated to align with CMS quality measures and other applicable quality measurement requirements. Services include standards governance and lifecycle management; stakeholder outreach and coordination; development, testing, balloting, publication, and maintenance of the applicable HL7 FHIR Implementation Guide; implementation support; and activities necessary to promote a sustainable and high-performing standard. The requirement is specific to standards under HL7 governance. HL7 is the ANSI-accredited Standards Developing Organization (SDO) responsible for FHIR and is the only SDOnauthorized to ballot and publish a FHIR standard. The Contracting Officer has determined that only one source is reasonably available. Health Level Seven International (HL7) is the exclusive Standards Developing Organization (SDO) with the authority and intellectual property rights necessary to develop, ballot, publish, and maintain the FHIR standard required under this acquisition.
