Notice of Intent to Sole Source - Teledyne FLIR Commercial Systems Inc. (Teledyne) MWIR and LWIR Scientific-Grade Cameras and Accessories

This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. There is only one responsible source and no other supplies or services will satisfy agency requirements. The U.S. Department of Navy, Naval Research Laboratory (NRL) Contracting Division intends to enter into a sole source contract with Teledyne FLIR Commercial Systems Inc. (Teledyne), in accordance with 41 U.S.C. 1901 as implemented by FAR 12.102, for the procurement of Mid-Wave Infrared (MWIR) and Long-Wave Infrared (LWIR) scientific-grade cameras and required accessories. Market research has determined that Teledyne is the only manufacturer capable of meeting the Government's highly specific and critical technical requirements. This notice is being posted to meet the requirements of FAR Subpart 5.2 and DFARS 206.302-1(c)(2). A solicitation will not be posted; however, any vendor that believes it can meet this requirement may give written notification to the Contract Specialist and Contracting Officer within 10 days of the publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to provide comparable items that meet all specifications. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered. However, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. Specifications: The Naval Research Laboratory (NRL) has a critical need for scientific-grade cameras and accessories that meet the following salient characteristics. The cameras are split into 3 categories: high-speed (>10k fps), high resolution (>1 megapixel), and “value” (100 fps with 640x480 resolution), with a MWIR and LWIR version of each. The high-speed and high-resolution versions must have: Electrically cooled detectors (no liquid nitrogen cooling). Lenses must be manual and interchangeable within a spectral band (i.e., MWIR lenses must work on all MWIR cameras). Lens options must cover 25 mm to 200 mm focal lengths. External triggering. Cameras must all function using a single software package. Image ADC must be 14 or 16 bit. Operating temperatures up to 40C. Option for Macro lenses (Extension tube or application specific). MWIR Requirements: Cameras spectral ranges need to cover 3 – 5 µm without missing or extending the band. High-Speed MWIR: Full frame image speed of at least 1k frames per second (fps) with windowed speeds of at least 10k fps. Resolution of at least 640x512. High dynamic range covering temperature ranges of 0-1500 C intrinsically or using an internal filter wheel. Onboard memory storage >= 512 GB. GigE10 connection. High-Resolution MWIR: Resolution of at least 1280 x 1024. Full frame image speed of at least 30 fps with windowed speeds >1k fps. Value MWIR: Resolution of 640 x 512. FPS around 100. F# of around 3. LWIR Requirements: Cameras spectral ranges need to cover 7.5 to at least 12 µm without missing any of the band or extending below 7.5. High-Speed LWIR: Full frame image speed of at least 1k frames per second (fps) with windowed speeds of at least 10k fps. Resolution of at least 640x512. High dynamic range covering temperature ranges of 0-1500 C intrinsically or using an internal filter wheel. Onboard memory storage >= 512 GB. GigE10 connection. High-Resolution LWIR: Resolution of at least 1280 x 1024. Full frame image speed of at least 30 fps with windowed speeds >1k fps. Value LWIR: Goal is to evaluate / identify lower cost alternative to cooled LWIR cameras to inform future acquisitions – thus cost < $50k is a requirement. Resolution of 640x512. Frame rate >= 30 fps. High dynamic range covering temperature ranges of 0-1500 C intrinsically or using an internal filter wheel. Lenses: 200 mm lens with extended calibration covering the 0-1500C temperature range for each spectral band (MW and LW) and both High-Speed and High-resolution cameras so that the lens can be shared. A filter for each band to allow extended calibration. Two 100 mm lenses for each spectral band (one calibrated with the high resolution cameras). One 50 mm lens for each spectral band. One 25 mm lens for each spectral band. One 50 mm Macro lens for MWIR. Lens extension tube to use multiple lenses in Macro mode. Data: Interface box for CXP to Thunderbolt to evaluate relative to GigE interface. Three perpetual licenses for data software.
