This Special Notice provides interested parties with information regarding the availability of the draft Request for Proposal (dRFP), review requirements, the tentative acquisition schedule, and the upcoming Industry Day and Site Visit. This notice is for planning purposes only and does not constitute an invitation for bids, request for proposals, or quotes, nor does it indicate that the Government will contract for the items described herein. The Government will not reimburse respondents for any costs associated with submitting feedback or attending the events outlined in this notice. The 30th Contracting Squadron (30 CONS/PKD) at Vandenberg Space Force Base (VSFB), CA, is requesting industry feedback on the dRFP for the Facility Readiness and Maintenance Execution (FRAME) contract. FRAME is the follow-on acquisition to the current Launch Operations Support Contract (LOSC) (Contract #FA4610-23-D-0001, currently performed by Call Henry, Inc.). FRAME follow-on acquisition is 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this effort is 561210 Facilities Support Services (small business size standard is $47M). Description of Services, Background, and Objective: FRAME is a non-personal services contract that provides maintenance, repair, modification, and modernization for?over 130?facilities, property, and equipment (P&E)?supporting?the nation’s space mission, defense, and test activities at VSFB and its associated geographically-separated locations. The scope of work involves facility infrastructure and systems (including water and gas mains, roads, generators, power distribution, HVAC, waste systems, and roofing) alongside the execution of distinct sustainment projects and?standby support for urgent repairs during select?launch operations to ensure maximum operational readiness. Additionally, the contract encompasses the inspection,?testing,?and certification of all Space Launch Delta 30 cranes and elevators. A key change under this follow-on acquisition is that the South Vandenberg Power Plant (SVPP) is no longer a requirement and will not be carried over from the legacy LOSC to the new FRAME contract. The primary objective of the FRAME contract is to ensure Real Property Installed Equipment (RPIE) and facilities are maintained and operationally ready for a variety of ballistic missile, space, guided weapon, and aircraft test and evaluation missions in support of Space Launch Delta 30 (SLD 30), 30th Civil Engineer Squadron (30 CES), 4th Launch Squadron (4 LS), 2nd Range Operations Squadron (2 ROPS), Missile Defense Agency (MDA), U. S. Space Forces - Space (S4S), 18th Space Defense Squadron (18 SDS), Sentinel, 30th Operations Support Squadron (30 OSS), 2nd Space Launch Squadron (2 SLS), the National Reconnaissance Office (NRO), and various other Range Users. Mission Essential Services: The FRAME contract contains some mission-essential requirements which require continued support during peacetime, national emergency, and/or wartime scenarios. Tentative Acquisition Schedule: dRFP Release: 8 Sep 26 Final RFP Issuance: 12 Nov 26 Proposals Due: 16 Jan 27 Anticipated Award: 18 Dec 27 Performance Start:?1 Apr 28 4. Industry Day and Site Visit Event Details Interested businesses are invited to register for the upcoming two-day event. Representatives will have the opportunity to attend a briefing detailing the contract structure, tour key range facilities, and participate in one-on-one sessions with the Government program team. Dates: September 22, 2026 (General Briefing & Tour) – September 23, 2026 (One-on-One Sessions) Location: Vandenberg Space Force Base (VSFB), CA Maximum Attendees: Limited to two (2) representatives per prospective company due to base logistical constraints. Registration and RSVP Deadlines: Attendee RSVP & Security Vetting Submission: No later than Friday, September 11, 2026, at 16:30 Pacific Time. Provide your full name and company. Late requests may not be processed. One-on-One Meeting Request: Companies interested in booking a one-on-one session with the program office must explicitly request it via email by Tuesday, September 15, 2026, at 16:30 Pacific Time. Slots are limited and will be scheduled on a first-come, first-served basis. Maps and a tentative agenda are attached to this announcement to assist registered attendees with navigation and scheduling. Base Access & Entry Requirements: All site visit attendees must report to the Vandenberg Visitor Control Center (VCC), located at 6 California Blvd (Santa Maria Gate) prior to entry (VCC hours: 0600-1800). Arrive Early: Attendees are strongly encouraged to arrive early to the Visitor Control Center to allow sufficient time for base entry processing and to avoid delays getting to the briefing. Identification for Non-CAC Holders: Attendees who do not possess a Common Access Card (CAC) must present a REAL ID-compliant credential or a valid U.S. Passport. If an attendee does not have a REAL ID or a Passport, they must bring and present a standard state-issued Driver's License or ID card, a Birth Certificate, and a physical Social Security Card to obtain a base visitor pass. Foreign Nationals will not be able to participate due to the time necessary to vet access. 5. Important Site Visit Disclaimers & Rules of Conduct: Change of Solicitation Terms: Please understand that nothing said during the Industry Day briefings, site tours, or one-on-one sessions by any Government representative changes the terms, conditions, specifications, or requirements of the solicitation. If a change to the solicitation is determined to be necessary based on what is discussed or observed, it will be formally issued as a written amendment via email. Photography and Video Restrictions: No photography or video recording is permitted on this installation at any time, unless specific, designated areas are explicitly pointed out and authorized by the hosting Facility Manager. 6. Submission of Questions & Comments (CRM) The Government is actively seeking industry feedback on the Draft PWS and planned acquisition strategy to ensure clear, high-performing requirements. To submit questions or comments concerning the acquisition and dRFP, prospective offerors must use the official Comment Resolution Matrix (CRM) Excel spreadsheet (which will be posted with the Draft RFP documents). Completed CRM spreadsheets must be returned to the Points of Contact listed below. The deadline for submitting dRFP and Industry Day comments is September 29, 2026, by 16:30 Pacific Time. 7.
