Antenna Preventative Maintenance

This is a combined pre-solicitation/solicitation for commercial service prepared in accordance with the format in RFO Part 12, following RFO 12.201-1 Simplified Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. An award, if any, will be made to the responsible offeror who submits a quote that (1) conforms to the requirements of the pre-solicitation/solicitation; (2) that receives a rating of "Acceptable" on the Technical Capability evaluation factor; (3) has no active FAPIIS exclusions or poor past performance; and (4) that submits the quote with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. The Government reserves the right to award without discussions or to make no award at all depending upon (1) the quality of quotes received and (2) whether proposed prices are determined to be fair and reasonable. 1. The solicitation number is FA486126Q0028. This solicitation is issued as a Request for Quote (RFQ). A Firm Fixed Price type contract will be awarded. 2. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective 13 March 2026. 3. This combined pre-solicitation/solicitation is being issued as a Total Small Business set-aside, and the associated NAICS code is 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, Small Business Size Standard of 1,250 employees. 4. Offeror's shall provide a completed Price List with cost breakdown for the following CLIN structure below. DESCRIPTION OF SERVICES: The Contractor shall provide all management, tools, supplies, equipment, labor, certified personnel, and transportation required to deliver comprehensive, on-site Land Mobile Radio (LMR) Antenna Services for tower-mounted systems at Nellis AFB, NV, and Creech AFB, NV. The scope of maintenance includes conducting structural visual inspections and high-resolution sweep testing of all designated connectors, coaxial cabling, and tower-mounted antenna assemblies. Additionally, the Contractor shall generate, verify, and deliver comprehensive, formatted technical documentation detailing all diagnostic test results, performance baselines, and identified system anomalies to the Government.
