Amendment 1 - The purpose of this amendment is to: Replace R-DFARS 252.225-7035 and 252.225-7036 with R-DFARS 252.225-7000 and 252.225-7001 in the Solicitation document, FA700026Q0101. Update Attachment 3 with the correct Buy American-Balance of Payments Program Certificate. Add Attachment 4 - Questions_Answers_FA700026Q0101 This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with (IAW) the Revolutionary FAR Overhaul (RFO) part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. The purpose of this solicitation is for a firm-fixed-price purchase order for the acquisition of a brand-name Quantel Q-smart 850 excitation laser meeting the necessary salient characteristics found in Attachment 1 – Salient Characteristics. The North American Industry Classification System (NAICS) code is 337127. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. It is USAFA’s preference/intent to acquire only domestic end products per the Buy American Statute (41 USC Chapter 83), except as provided in RFO 25.103. Foreign offers will be evaluated per R-DFARS 225.502 when comparing domestic and foreign offers. This requirement is for commercial items; therefore, the manufacturing country of origin will determine if the quoted product is foreign or domestic. The Buy American – Free Trade Agreements -- Balance of Payments Program Certificate (R-DFARS 252.225-7035), Attachment 3 – Buy American – FTA -- BOPP Program Certificate, must be completed and submitted with the quote. DESCRIPTIVE LITERATURE. For the quote to be considered by the Government, it must meet the description specified. Include any applicable descriptive literature, such as illustrations, specification sheets, or product brochures that clearly identify that the quote meets the Government’s requirements. INSTRUCTIONS TO QUOTERS See page 22 of the attached SF 1449 request for quote ("Solicitation - FA700026Q0101") for submission instructions. Please ensure you read and follow the instructions completely. Submit the required Buy American Certificate in Attachment 3. Evaluation Factors are located on page 23 of the attached SF 1449. QUESTIONS: Submit questions via email to evan.schwarzbart@us.af.mil and tammy.martin.6@us.af.mil no later than 9:00 a.m. Mountain Daylight Tiime (MDT) on September 10, 2026. Answers will be provided via solicitation amendment to this SAM.gov posting. QUOTES - DUE DATE/TIME: Quotes are due by 4:00 p.m. MDT on September 14, 2026 and must be emailed to tammy.martin.6@us.af.mil. Note: .zip files are not an acceptable format for the Air Force Network. It is the vendor's responsibility to confirm receipt of quote.
