SUBJECT: Sources Sought Notice – Market Research & Technical Capabilities: CAP 097031 RRAD Standby Generator (Project No. 520250) DISCLAIMER: This Sources Sought (SS) is for planning and market research purposes only and does not constitute a Request for Proposals (RFP) or an Invitation for Bids (IFB). This notice is issued under the authority of 10 U.S.C. § 2808a (Other Transaction Authority for Construction and Repair) and is not subject to the Federal Acquisition Regulation (FAR). No solicitation is available at this time. The Government will not pay for any information submitted in response to this notice. 1. Purpose & Project Scope The U.S. Army Corps of Engineers (USACE) Fort Worth District, in support of Red River Army Depot (RRAD), Texarkana, TX, is seeking capabilities statements from qualified firms (both traditional and non-traditional defense contractors) to design and construct a new Standby Generator facility and power backup system (Project No. 520250). The Government is exploring the use of an Other Transaction (OT) Agreement under 10 U.S.C. § 2808a to execute this requirement within a fixed Construction Cost Limitation (CCL) / Directed Amount of $5,700,000.00. Key technical requirements of this Unspecified Minor Military Construction Army (UMMCA) project include: - Procurement and installation of a high-capacity standby generator system to support depot operations. - High-voltage electrical utility integration and switchgear upgrades. - Extensive utility coordination with the local power provider (SWEPCO). - Civil site preparation, concrete foundation pads, utility duct banks, and secure physical enclosure construction. - Control system integration and automated transfer scheme logic. 2. Submission Requirements (Capabilities Statement) Interested firms are requested to submit a Capabilities Statement (maximum 5 pages) containing: - Company Information: Name, address, CAGE code, UEI, and confirmation of Non-Traditional Defense Contractor status (per 10 U.S.C. § 3157). - Bonding Capacity: Evidence of a single-project bonding capacity of at least $5,700,000.00 and aggregate of $10,000,000.00. - Relevant Experience: Summaries of up to three.(3) comparable design-build electrical utility or backup generation projects executed within the last five (5) years involving heavy switchgear upgrades, utility coordination (e.g., SWEPCO), or heavy-duty generator installations. 3.
