NOTE: Offerors must sign/acknowledge all posted amendments and send the signed amendments and SF1449 with the Quotes. **************************************************************************************************************************************************** This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation No. 6923G226Q000032 is issued as a Request for Quotation (RFQ) for the Full Mission Ship Simulator Projection System Life Cycle Replacement at the United States Merchant Marine Academy (USMMA). The scope of work includes a contractor to design and build a single chip DLP 4k laser projection system that will project a forward-looking image 240ş onto the Academy’s fixed curved screen, 30ş port aft facing, and 30ş starboard aft facing. The images shall fill the existing screens. The forward-facing image shall be seamless. This acquisition is set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of these provisions and clauses may be accessed electronically at www.acquisition.gov. All responsible small business sources may submit a response, which, if received in a timely manner, will be considered by the agency. The associated North American Industry Classification System (NAICS) code for this procurement is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, with a dollar threshold below $10 million. Offers received from firms that are not small business concerns will be considered nonresponsive and will be rejected in accordance with FAR 52.219-6, Notice of Total Small Business Set-Aside, which applies to this solicitation. The United States Merchant Marine Academy (USMMA) seeks a contractor to perform the life?cycle replacement of the Full Mission Ship Simulator (FMSS) 4K Digital Light Projector (DLP) laser projectors currently installed in Samuels Hall, located at 300 Steamboat Road, Kings Point, NY 11024. Additional details and technical requirements are provided in the attached draft Statement of Work. A site visit is scheduled for August 20, 2026, at 11:00 a.m. ET and will meet in front of Samuel Hall Building. Attendance at the site visit is highly recommended. The deadline for the receipt of questions is 5:00 p.m. ET on August 24, 2026. All questions or comments shall be submitted via email to the Contracting Officer, Daphnee Ravilus, at RavilusD@usmma.edu. Responses to questions will be provided through a solicitation amendment. Quotations are due by August 28, 2026, at 3:00 p.m.- ET via e-mail to the contracting officer. Quotations shall be prepared in accordance with Provision 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services. Offerors are advised that they are responsible for all solicitation documents and acknowledging any amendments and should re-visit this website periodically to check for any changes to this notice, updates, or amendments without further notice from the USMMA. BASIS FOR AWARD- A single Firm-Fixed-Price award will be made to the responsible offeror whose quote, conforming to this Combined Synopsis/Solicitation, represents the Lowest Price Technically Acceptable (LPTA) offer. The Government will evaluate quotations on an acceptable/unacceptable basis to determine whether the offeror meets the requirements of the Statement of Work (SOW). Evaluation will be based on the offeror’s demonstrated technical capability to perform the required services and its past performance on projects of similar size, scope, and complexity. Award will be made to the responsible offeror whose quotation is determined to be technically acceptable and represents the lowest evaluated price. Quotations determined to be technically unacceptable will not be considered for award.
