Amendment 0006 **** Due to the changes per Amendment 0006, this solicitation is hereby reopened with new proposal closing date of 10:00 A.M. (JST), 25-Aug-2026. Amendment 0006 has been hereby issued to incorporate the changes below: 1. Revised/New Period of Performance (POP): 14-Dec-2026 through 20-Jul-2027 2. Revised Attachment IX (POP List - "Bundle 1 Contract POP List (R4)") is provided in Section J. 3. Add DFARS Clauses 252.225-7962 and 252.225-7975 (per Class Deviation 2026-O0051) Due to these changes, this solicitation is hereby reopened with new proposal closing date of 25-Aug-2026. Section USS HIGGINS (DDG 76): NAVSUP Fleet Logistics Center Yokosuka (NAVSUP FLCY) has a new requirement in support of the USS HIGGINS (DDG 76). The repair and maintenance package of work items are included as Task Group Instruction (TGI) provided in Section J of the solicitation. PLACE OF PERFORMANCE: Government Facility Offerors must provide all information required by this solicitation no later than 25 Aug 2026 at 10:00 AM Japan Standard Time (JST) MASTER AGREEMENT FOR THE REPAIR AND ALTERATION OF VESSELS (MARAV): In the event the successful offeror possesses an active Master Agreement for Repair and Alteration of Vessels (MARAV) with the U.S. Navy in the form of either a Master Ship Repair Agreement (MSRA) or an Agreement for Boat Repair (ABR), award for this requirement will be made in the form of a firm fixed price job order under the applicable agreement and all of the terms and conditions of the offer's existing MARAV will apply. Firms who do not possess an active U.S MSRA/ABR as a Prime Contractor are ineligible for award. Non MSRA /ABR holders may request an application for an MSRA or an ABR certification by requesting an application package from: flcy_msra_abr_group@us.navy.mil. Please note that the MSRA/ABR Certification process may require a year to complete. This solicitation is intended only for sources duly authorized to operate and do business in Japan as prescribed by DFARS 252.225-7042. Access to the work specification package listed in Section J may only be accessed through DoD SAFE. DoD SAFE is a secure U.S. Government repository which enables the sharing of large files and requires outside users to receive a dropoff request from the U.S.Government. Therefore, any offeror intending to provide a proposal to this solicitation shall request access by sending an email to: shouko.sekido.ln@us.navy.mil, ai.gillard.ln@us.navy.mil by 14 Aug 2026 10:00 am JST. Once the U.S. Government receives the offeror's access request, the U.S. Government will provide the offeror with a link and instructions to retrieve Attachment (I). Offerors shall note that access is only available for 14 days once sent.
