Contractor shall provide all necessary transportation, labor, equipment, materials, parts, tools, and supervision required to safely demolish, remove, and replace designated decking and stairs at United States Coast Guard Outer Banks housing sites. See the attached Scope of Work for project requirements. This procurement is 100% set-aside for Small Businesses using NAICS code of 238350 and size standard of $19,000,000. The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation. See 52.212-2 for evaluation criteria. All quotes must be submitted by NOON Eastern Time on August 25, 2026, via email to Frank.M.Powers@uscg.mil. Ensure blocks 14 (Include UEI) through 20c of the SF 1442 and pricing are completed before emailing. Questions about this solicitation must be submitted in writing to the Contracting Specialist at the email address listed above, no later than 2359 hours on August 16. An amendment may be posted to clear up any ambiguities and answer all questions at one time. No oral questions will be accepted. All potential quoters are strongly encouraged to visit the site to field verify any/all quantities before submitting quotes. A site visit will be held at 1000 hours on August 11 at the addresses provided in the Scope of Work. Interested parties must arrange site visits with DC1 Byran Engle, DC2 Raymond Fitzgerald, and DCCS Fernando Torres via email to Bryan.T.Engle@uscg.mil, Raymond.Fitzgerald2@uscg.mil, and Fernando.R.Torres@uscg.mil a minimum of three (3) days in advance. Amendment 00001 provides answers to questions received in response to the solicitation as of August 10.
