The SOW states that the NWS will reduce the existing tank levels to approximately 20% (about 200 gallons), but it does not specify who will provide the fuel needed to operate and test the new system after installation. Could you please confirm whether the Government will provide the fuel for final testing, or if the contractor is expected to include fuel in its pricing? Answer: NWS will fill the tanks after the system is installed before testing. 2. Can you please provide the full coordinates for the Promontory Point site? Only the northing coordinate was provided in the SOW. Answer: 41°15'46.01"N 112°26'52.29"W 3. Can photos of the existing tanks be provided? This will assist us with understanding equipment requirements and access, etc. Answer: Photos on attachments 4. Please provide information on what fittings are required for the supply/return lines. Answer: Photos on attachments 5. Are the tanks located inside? If inside, can access for equipment and the tanks removal/replacement be described? Answer: Outside 6. What monitoring equipment is used on the tanks? For instance: brand (Veeder Root, Pneumercator, Franklin, etc.), model #, level sensors, interstitial monitors, etc. Answer: Pneumercator. 7. We request clarification regarding the commissioning and testing scope for the two replacement auxiliary fuel tanks under RFQ 1305M326Q0445. After the contractor removes and disposes of the residual fuel and installs each new tank, who will furnish the fuel required to test the new fuel system and sensors? Answer: See answer to question #1 8. If the contractor is to furnish it, please specify the required fuel type and quantity for each site. If NWS will furnish it, please confirm when it will be available for commissioning. Solicitation number 1305M326Q0445 is issued as a request for quotation (RFQ), for Constructions Services for Auxiliary Fuel Tank Removal and Replacement at the Next Generation Radar (NEXRAD) sites in Cedar City and Promontory Point, UT. Commercial construction services, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for Auxiliary Fuel Tank Removal and Replacement at the Next Generation Radar (NEXRAD) sites in Cedar City and Promontory Point, UT, in accordance with the Statement of Work. Period of performance is one hundred and twenty (120) calendar days after receipt of the notice to proceed. A complete description of requirements, including documentation supporting any brand name descriptions or technical data, can be found in the SF18. 2. This is a request for quotations (RFQ) for commercial products or commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. The Government intends to award as a trade-off, single award, firm fixed-price purchase order on an all or none basis with payment terms of Net 30. 3. All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. THE GOVERNMENT DOES NOT ACCEPT RESPONSIBILITY FOR NON-RECEIPT OF QUOTES. IT IS THE CONTRACTOR’S RESPONSIBILITY TO REQUEST AND RECEIVE A CONFIRMATION OF THE QUOTE RECEIPT. Per NOAA Deviation 2025-02/03: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Contracting officers will not consider those representations when making award decisions or enforce requirements.
