1.0 INTRODUCTION & PURPOSE The 434th Contracting Flight (434 CONF) at Grissom Air Reserve Base, Indiana, is conducting market research to identify qualified, experienced, and interested business sources—specifically targeting small business concerns (e.g., 8(a), HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Businesses)—capable of performing a Simplified Acquisition of Base Engineering Requirements (SABER) contract. This is a Sources Sought Synopsis for planning and market research purposes only. This is not a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ). No contract will be awarded from this synopsis, and no reimbursement will be made for any costs associated with preparing a response. 2.0 CONTRACT STRUCTURE & SCOPE OF REQUIREMENT The Government anticipates awarding a single-award Indefinite-Delivery/Indefinite-Quantity (IDIQ) construction contract. Ordering Period: Five (5) years (anticipated as a 1-year base period plus four 1-year option periods). Estimated Total Ceiling Value: $10,000,000 over the 5-year period. Project Range: Individual task orders are anticipated to range from $2,000 to $1,000,000, with an average task order range of $50,000 to $250,000. Place of Performance: All work will be performed on-site at Grissom Air Reserve Base, Indiana, and associated geographically separated units (GSUs) if applicable. 2.1 Scope of Work The SABER contractor will be required to furnish all management, labor, materials, equipment, and design services necessary to execute a broad range of concurrent, non-complex minor construction, maintenance, and repair projects. Work will span multiple construction trades including, but not limited to: carpentry, electrical, mechanical, plumbing, roofing, interior/exterior finishes, excavation, masonry, and demolition. 2.2 Tailored Pricing & Software Model (Critical Requirements) To streamline contract administration and expedite project delivery, Grissom ARB will utilize a highly efficient Job Order Contracting (JOC) procurement model: Unit Price Book (UPB) / Construction Task Catalog (CTC): Task orders will be negotiated and priced strictly using a pre-priced unit task catalog, specifically the current edition of the Gordian/RSMeans Construction Task Catalog (CTC) tailored to the Grissom ARB, IN area. No "Mock Project" Price Evaluation: Offerors will compete by bidding fixed, binding Adjustment Factors (coefficients) against the CTC for various work conditions (e.g., Standard Hours / Non-Secure Areas, Standard Hours / Secure Areas, and After-Hours/Weekend Work). Price evaluation for contract award will be strictly quantitative, applying bidded coefficients to Government-established weighted estimated workloads. No mock project or sample line-item estimate will be utilized during source selection. Contractor-Provided Software: The awarded contractor will be required to procure, maintain, and pay all licensing fees for an approved JOC estimating software platform (such as eGordian, eConverge, or an approved technically equal program) for the duration of the contract. The contractor must provide a minimum of two (2) concurrent user licenses to Government personnel at no additional direct cost to the Government. All software costs must be factored into the contractor’s bidded coefficients. 3.0 CAPABILITY STATEMENT REQUIREMENTS Interested sources must submit a Capability Statement (not exceeding 5 pages) demonstrating their ability to perform this specialized contract model. Responses must include the following information: 3.1 Company Profile Company Name, Address, and Website. Point of Contact (Name, Title, Phone, and Email). UEI Number and CAGE Code. Socioeconomic Status under NAICS 236220 (e.g., 8(a) with graduation date, HUBZone, SDVOSB, WOSB, Small Business, or Large Business). 3.2 Bonding Capacity Proof of bonding capability from a Treasury-listed surety. Single Project bonding capacity (minimum of $1.0 Million required). Aggregate bonding capacity (minimum of $5.0 Million required). 3.3 Technical Capabilities & JOC Experience Pre-Priced Contract Experience: Describe your firm’s experience executing contracts utilizing a Unit Price Book (UPB) / Construction Task Catalog (CTC) such as RSMeans or Gordian. Explain your process for developing line-item proposals from a CTC. JOC Software Proficiency: State your firm's capability to utilize JOC-specific estimating software (eGordian, eConverge, or equal). Confirm your willingness and ability to secure, maintain, and provide Government concurrent user licenses for the duration of the contract as an overhead cost. Coefficient-Only Pricing Feedback: Since Grissom ARB plans to evaluate pricing strictly via weighted coefficients (without a mock project), please comment on your firm's familiarity with this evaluation style and outline any risks or best practices you suggest the Government consider in Section L (Instructions to Offerors) regarding coefficient definition. 3.4 Past Performance / Relevant Experience Provide brief summaries of up to three (3) recent (within the last 3 years) and relevant projects of similar scope, complexity, and value (construction values between $100,000 and $1,000,000). For each project, please provide: Project Title and Location. Contracting Agency/Owner and Point of Contact. Contract Type (e.g., SABER, JOC, MACC, traditional design-bid-build). Award Value and Final Contract Value.
