THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a firm fixed price (FFP) contract to Robert Taylor dba Panopticon Foundation, 406 1st Street Davis, California, 95616-4669, United States. Under the authority of FAR 6.302-1(a)(2) only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is for two (2) Subject Matter Experts (SME) in geopolitical analysis to support an integrated deterrence strategy under the guidance of the US Operational Navy (OPNAV) N7 for Force Design and the Deputy Assistant Secretary of the Navy (DASN), Operational Energy. The deterrence strategy primarily includes military deterrence options and Functional Economic Deterrent Options (FEDO) but also considers and multiple elements of national power. The scope of FEDOs include energy related initiatives which has brought attention to the vulnerabilities of US, allies and partners in a protracted conflict in the Indo-Pacific. Contested logistics is a critical issue that the team is examining by creating operational logistics (OPLOG) initiatives that mitigate the vulnerabilities, thereby signaling to China that US, allies, and partners can win in a protracted conflict. The study specifically requires expertise in geopolitics in the China-Taiwan issue and the surrounding countries. Broad knowledge about the economics, social dynamics and culture of the countries is sought. Analysis may take various forms, such as Delphic methods, wargame analysis, campaign analysis, as well as output analysis of computer simulations. Interpretation of the data requires in-depth knowledge of regional conflicts, the state actors, leaders, and the population of the affected countries. The department requires a vendor possessing a unique combination of direct in-theater experience within the Pacific Command (PACOM) Area of Responsibility (AOR), deep geopolitical expertise in China and Taiwan security dynamics, and advanced technical capability in designing and applying complex value models to support strategic decision-making. Currently, The Panopticon Foundation is the only source capable of providing those requirements in a manner that would ensure operational success. The purchase of inadequate service would risk research and damage to the existing mission. The purchase order will be paid for via the Wide Area Workflow (WAWF). Personnel cannot cancel or discontinue services until directed by the Government. The anticipated award date of this action is on or before 30 September 2026. The applicable North American Industry Classification System (NAICS) code is 611710 – Educational Support Services. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the licenses and proof as being an authorized vendor of these services. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 4:00 PM Pacific Standard Time (PST), September 3, 2026.
