The Air Force Life Cycle Management Center, Base Support Branch (AFLCMC/PZIBB) at Wright-Patterson Air Force Base (WPAFB), OH intends to award a sole source contract to: COMPAS INSTRUMENTS, INC 1020 Airpark DR Sugar Grove IL, 60554 This requirement is for the following listed below: CLIN: Item: Quantity: CLIN 0001 High-Frequency Reciprocating 1 Each Rig (HFRR) Equipment Update in accordance with the Statement of Work (SOW) The contract will be a Firm Fixed Price (FFP) Commercial Purchase Order and carried out as a single source action (not competitively awarded). This authority is supported by an approved Single Source Justification. The applicable NAICS code is 334513 Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables. This NAICS code has a small business size standard of 750 employees. The Air Force Petroleum Agency’s Aerospace Fuels Laboratory (AFPET) at Wright-Patterson Air Force Base (AFPET/ PTPLA) is seeking a High Frequency Reciprocating Rig (HFRR) wear scar camera with accompanying computer and software to run tests per ASTM D6079. This purchase will update the existing rig and will expand the current capabilities by providing compliance with the ASTM D6079. The manufacturer of the existing HFRR is Compass Instruments, Inc. They are the only vendor that provides the software necessary for the wear scar camera to communicate with the existing HFRR to perform the ASM D6079 testing. And they are the only vendor that provides the compatible computer and software. Based on the above, it is in the best interest of the Government to acquire the High-Frequency Reciprocating Rig (HFRR) Equipment Update as a sole source acquisition to Compass Instruments, Inc. They are the manufacturer of the existing equipment, they provide the integrated software necessary for the camera assembly to communicate with existing equipment, and the required update provides compliance with the required testing method of ASTM D6079. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to complete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting competitive procurement is in the best interest of the Government. All responses received by 24 August 2026 at 1pm ET will be considered by the Government. This notice is not a request for competitive proposals/quotes.
