THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION (FAR) SUBPART 5.2 “SYNOPSES OF PROPOSED CONTRACT ACTIONS” NAICS: 811310 - Commercial Industrial Machinery Equip Repair Response Deadline: 1 SEP 2026 The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to negotiate/award a firm-fixed price (FFP) service, single source procurement to High Purity Northwest, for the upgrade of an existing MOPS-30 Transformer Oil Purification System to be used for the Bonneville Lock and Dam project. REASON FOR SOLE SOURCE ACQUISITION: The statutory authority for this non-competitive acquisition is Revolutionary Far Overhaul RFO Part 12.102(a) Restricting Competition. The purpose of this requirement is for the upgrade of an existing MOPS-30 Transformer Oil Purification System by the system manufacturer, High Purity Northwest Inc. The MOPS-30 system will be delivered to High Purity Northwest’s factory location and refurbished to like new condition. The system will also be upgraded with four (4) new insulated 16 kW heaters bringing the total heating capacity of the system to 128kW, as well as other upgrades listed in the performance work statement. Background: The existing Mobile Oil Purification System (MOPS-30) owned by USACE, Bonneville Lock and Dam is 14 years old, therefore much of the system's components are entering end-of-service life and need to be replaced to prevent failure of the unit. High Purity Northwest Inc. is the manufacturer of the existing MOPS-30 unit and is the only source that can efficiently and reliably upgrade this system. Justification: These upgrades will allow Bonneville Lock and Dam to reliably continue use of its existing MOPS-30 unit. The upgrades will also allow the MOPS-30 unit to process larger volumes of oil and move and filter oil using just the outlet pump and new outlet filter. Impact: The MOPS-30 Transformer Oil Purification System is used to routinely purify the oil in the Main Generator Step-up Transformers (GSUs) at Bonneville Lock and Dam. If the award of this contract is delayed, then maintaining the reliability of the GSU transformers at Bonneville Lock and Dam is also delayed. A potentially harmful or unfavorable condition could occur and possibly lead to a catastrophic failure of the existing MOPS-30 unit and/or the GSU transformer(s). Not only could the repair/replacement and installation of the equipment be costly, but there would be an elevated risk of collateral damage and possible fatalities if the GSU transformers were to fail. Because this equipment is located adjacent to the river, environmental impacts due to an oil spill would also be probable. The Government intends to solicit to High Purity Northwest directly for this project on or around 3-SEP-2026. At this time, a solicitation does not exist.
