This notice is published by the Defense Logistics Agency Energy (DLA Energy) in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 (DEVIATION 2026-O0003)(AUG 2026) requiring dissemination of information for proposed contract actions. This announcement represents a notice of intent to make a single source contract award and does not constitute a request for competitive quotes, bids, or proposals. The statutory authority permitting other than full and open competition is prescribed by FAR 6.103-1 (DEVIATION 2026-O0017)(AUG 2026) (Only one responsible source and no other supplies or services will satisfy agency requirements) and 10 U.S.C. § 3204(a)(1). DLA Energy intends to award a Firm-Fixed-Price with Economic Price Adjustment (FFP-EPA) single-source contract utilizing commercial procedures under FAR Part 12 (Acquisition of Commercial Products and Commercial Services) in conjunction with FAR Part 15 (Contracting by Negotiation) to United Capital Investments Group, Inc. (UCIG). The proposed procurement encompasses a Period of Performance (PoP) from October 1, 2027, through October 31, 2028, with an active Ordering Period from October 1, 2027, through September 30, 2028. With two 12-month options. The contractor shall provide dedicated, uninterrupted supply and delivery of the following commercial and military-specification fuel products: Turbine Fuel, Aviation (JA1) NSN 9130-007535026 Turbine Fuel, Aviation (JP8) NSN 9130-010315816 Diesel Fuel (DF2) NSN 9140-002865294 Diesel Fuel (SFD) NSN 9140-015569156 Gasoline, Automotive (MUR) NSN 9130-001487103 Delivery Terms & Logistics: All products shall be supplied on an F.O.B. Destination basis via dedicated commercial tanker truck delivery into customer-specified storage tanks and fueling points supporting U.S. Military forces in the Republic of Djibouti, specifically located at Camp Lemonnier and Chabelley Airfield. Background and Operational Justification DLA Energy provides comprehensive bulk petroleum logistics, inventory management, and operational fuel distribution support to Department of War (DoW) installations and allied forward-operating components worldwide. DLA Energy is the Integrated Material Manager (IMM) for the Depart of War (DoW) petroleum and aerospace energy mission, specifically its purpose as the IMM is to provide centralized, end-to-end management of the global supply chain for energy commodities. This responsibility includes the support of the Djibouti fuel requirements under the DLA Energy Africa Post Camps and Station (PC&S) Purchase Program Number 1.8F. U.S. forces stationed at Camp Lemonnier and Chabelley Airfield maintain continuous, critical missions supporting Combined Joint Task Force – Horn of Africa (CJTF-HOA) and broader regional securityoperations. These operations require an unwavering, on-demand supply of aviation turbine fuels, diesel fuel, and automotive gasoline to maintain flight operations, force readiness, and primary base life-support/power generation systems. The operating environment within the Republic of Djibouti imposes stringent legal, regulatory, and logistical hurdles: 1. Mandatory Host-Nation Licensing: The Government of Djibouti exercises strict statutory controls over the importation, commercial handling, transport, and offloading of bulk hydrocarbons. Vendors operating within the country must possess the following licenses; • Patente D’ACTIVITE Hydrocarbures en gros (marchand d’) (Hydrocarbon Wholesale License (Merchant)) – Issued by the Djiboutian Ministry of Budget. • Licence d'Activité Pétroličre (Petroleum Activities License) – Issued by the Djiboutian Ministry of Energy. • Supply commitment letter from Société Internationale des Hydrocarbures de Djibouti (SIHD). 2. Sole Capable Source: Currently, United Capital Investments Group, Inc. (UCIG) is the only identified commercial contractor that possesses the active, verified Petroleum Activities License, required local regulatory permissions, established in-country distribution network, and credentialed transport infrastructure capable of meeting the stringent delivery schedules and strict military fuel specifications at both Camp Lemonnier and Chabelley Airfield without severe mission degradation or disruption to U.S. military readiness. The Government intends to solicit and award to only one source under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1 (DEVIATION 2026-O0017)(AUG 2026) (Only one responsible source and no other supplies or services will satisfy agency requirements). This notice of intent is not a request for competitive proposals. Any interested organization that believes it can fulfill this requirement must submit a written capability statement demonstrating its ability and qualifications (including proof of required in-country licensing and supply commitment letter from SIHD) to the identified points of contact no later than 12:00 PM Eastern Time (ET) on October 15, 2026. Submissions must be transmitted via email. The sender bears full responsibility for ensuring complete transmission and timely receipt.
