The U.S. Army Corps of Engineers (USACE) - Chicago District is issuing this combined synopsis/solicitation as a Request for Quotation (RFQ) under solicitation number W912P626QA030. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with RFO Part 13.*****This project is a Total Small Business Set-Aside under NAICS code 237120 (Oil and Gas Pipeline and Related Structures Construction), which carries a small business size standard of $45,000,000.00. *****The Contractor shall furnish all labor, materials, supplies, tools, and equipment necessary to complete the construction project located at J. Edward Roush Lake Dam in Huntington, Indiana (Zip Code: 46750). The required work is structured under two primary Firm-Fixed-Price (FFP) Contract Line Items (CLINs): *****CLIN 0001 (Base) - Replace Diesel Tank Fill Tube: Safe removal of the existing ~20-foot-long fuel fill tube located on a sloped embankment. Installation of a new, sealed connection from the interior 2,000-gallon tank to the road deck fill point, terminating in a lockable filler neck and cap assembly. The new fill tube must be constructed of ASTM A106, Grade B, Schedule 40 seamless carbon steel pipe. Surface preparation and application of a vinyl paint system conforming to USACE Formula V-766e in strict accordance with UFGS Section 09 97 02 (Painting: Hydraulic Structures) is required. *****CLIN 0002 (Base) - Install Emergency Vent on Diesel Tank: Correct calculation of the required venting capacity and installation of an appropriately sized, brand-approved emergency pressure relief vent on the existing 2,000-gallon diesel fuel tank located on the 3rd floor of the tower structure, in strict accordance with National Fire Protection Agency (NFPA) 30, Section 22.7. *****Warranty Requirements: In accordance with SOW Section 4.E and RFO 52.246-21 (Warranty of Construction), the Contractor shall provide a standard 1-year warranty on materials and a general 1-year warranty for installation, running from the date of final Government acceptance. *****STATUTORY SMALL BUSINESS DISCLOSURE: DEFINITIZATION OF EQUITABLE ADJUSTMENTS (RFO 36.101-4 and DFARS CD 2026-O0019)As required by 15 U.S.C. 644(w), when the Contracting Officer anticipates the award of a construction contract to a small business concern, the solicitation notice must include information regarding the agency s definitization of equitable adjustments for change orders: *****USACE Policies and Procedures: Information regarding the U.S. Army Corps of Engineers process for settling requests for equitable adjustments and duration goals to achieve definitization of equitable adjustments for change orders under construction contracts can be found by going to USACE Partnering Details (https://www.usace.army.mil/Strategic-Partnerships/Partnering/mod/129895/details/443/) then scrolling down on the right-hand side of the page and clicking on View FFP Contract Changes Playbook Here. *****No data is available regarding the timely definitization of equitable adjustments for change orders under construction contracts. *****SUBMISSION MODULE and PORTAL REGISTRATION (MANDATORY)To submit a quote, your firm must be registered in the System for Award Management at SAM.gov and within the DoD Procurement Integrated Enterprise Environment (PIEE) Solicitation Module at PIEE Portal. *****Submission Method: Quotes must be submitted electronically via the PIEE Solicitation Module.
